UNICEF Thailand is seeking a qualified institution to conduct Assessment of the overall Social Service Workforce in Thailand

Background

The Professional Social Work Act (PSWA) was passed in Thailand in 2013. It created an accreditation system in which a licensed professional social worker must be registered and licensed to practice social work by the Social Work Professional Council (SWPC).

UNICEFs goal is to build on the impetus of PSWA in collaboration with the SWPC and Thailand Association of Social Workers (TASW). Strengthening the social services workforce (professional and para-professional) is crucial for UNICEF as the workforce is the backbone of a functioning child protection and social welfare system.

Assessment of the workforce is UNICEF Thailands approach to strengthening the national child protection system in partnership with the Govt of Thailand. Professional social workers are imbued with specialist skills to identify and respond to specific child protection concerns according to different policy, procedures and care standards; while para-professionals provide supporting roles on the delivery of child and family services. They are thus an essential component of a functioning child and family welfare system.

The Role of Social Service Workforce in Thailand - Professional social workers, competent child protection officers, other professionals and para-professionals perform a range of promotive, preventive, and response related functions related to child protection in Thailand at the central, regional, provincial and sub-district levels under different ministries, departments, municipalities, metropolitans and sub-district administrative organisations. While we know and understand the overall situation of professional social workers and competent child protection officers in Thailand through different studies and assessments, there is little understanding about the role, scope and situation of other professionals and para-professionals that contribute heavily to the Thai social welfare system.

To design a suitable social service workforce for the Thai child protection and social welfare system, it is essential to comprehend the nature, composition and the role of overall workforce involved in providing social services including professional social workers, competent child protection officers, other professionals and para-professionals at central, regional, provision and sub-district levels and how it can operate most effectively. While Thailand has a long history of social assistance and volunteerism to support those in need, the scope and roles of para-social worker and para-professionals in Thailand is not clearly understood and often consists of the distribution of funds, material goods, as well as provision of counselling and psychosocial support services to families and children.

Objectives, Purpose & Expected Results

The overall objective of the assessment would be an analysis of the social service workforce at all central, regional and local administrative levels covering both government and non-government and main stakeholders. The assessment will be conducted to assess the current human, financial, and technical capacity and to identify strengths, potential gaps, and bottlenecks that exist between the expected responsibilities of the actors as per the different laws in the areas of social welfare at central, regional and local administrative levels. In addition, the work will also identify potential opportunities for targeted approaches to addressing existing capacity challenges and develop recommendations to address the steps that need to be taken to strengthen the social service sectors human, financial, and human resource capacity to improve management, supervision and performance in coordinating the national plans and delivery of key interventions at national, regional and sub-district levels.

Location and duration

The contractor is expected to perform all the tasks associated with this assignment remotely and is not expected to be in the UNICEF office. The contract duration will be seven months between December 2023 to July 2024.
