The Government of Albania has received from the International Bank for Reconstruction and Development (hereby referred to as World Bank) a loan in the amount of US$75 million to support the Ministry of Infrastructure and Energy (MoIE) to implement the National Water Supply and Sewerage Services Sector Strategy 2019–2030 (NSS) which aims improve sector performance and achieve national sector goals. The loan proceeding will finance the Albania National Water Supply and Sanitation Sector Modernization Program which is structured in three results areas (RAs) which contribute to the NSS’s seven strategic objectives while focusing on (i) improved efficiency and quality of services (objective no. 3), (ii) improved financial sustainability and affordability (objective no. 4), and (iii) increased access to water supply (objective no. 2). The instrument will be Program for Results (PforR) which implies that the implementation of the Program will follow country implementation systems.

This Request for Expressions of Interest requires the services of a firm to: (a) verify the achievement of DLRs for Years 1-5 of the Program on annual basis in accordance with their verification protocols outlined in the PAD[1], Project Agreement, and Project Operational Manual (POM) to ascertain compliance, (b) collect data against Program Development Objective Indicators (PDO) also outlined in the PAD.

The verification will be based on the specific parameters defined under the verification protocols in PAD and POM to ascertain compliance. The achievement of selected DLI targets will be verified and a Results Verification Report (RVR) that will be simultaneously submitted to the AKUM and the World Bank respectively to guide the disbursement amount of the loan to GoA. This consultancy shall require close interaction with the Implementing Agencies and their PMU and PCU, LGU and WSS utilities and the World Bank.

This assignment is expected to commence in February 2024. The activities described in these TORs are expected to be completed within a period of 5 years, following the signing of the consultancy contract.

The International Consultancy firm/Consortium shall have the following expertise and experience:

• At least 15 years of experience in Auditing and/or Public Financial Management;
• Proven experience working in auditing of public service utilities;
• Experience in the water or sanitation sector would be considered an advantage;
• Proven experience in the abovementioned sectors with local legislation would be considered an advantage;
• Availability of core staff to perform the assignment.

The service will be selected under the provisions of the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations), in investment project financing Goods, Works, Non-Consulting and Consulting Services November 2020, in accordance with Quality and Cost Based Selection Method (QCBS), Lump-Sum Contract. The Bank requires that firms or individuals involved in Bank IPF procurement shall not have conflict of interest.
