Summarized Terms of Reference:

Within the duration of the contract, the partner, in cooperation with UNICEF Philippines, shall conduct a comprehensive formative research to help the programme understand the factors and drivers that influence the behaviours, norms, and motivations for child marriage, including help decide and describe the target audience, determine the best ways to reach them, and whether critical mass in communities can change norms on this issue and community resonance to the policy environment. The formative research aims to inform the design and implementation of a social and behaviour change strategy to change social norms, beliefs, attitudes and eventually protect children and youth from child marriage.

Specifically, the following research questions will be answered:

• What are the existing social norms, attitudes, and practices in the family and community on child marriage? Unpacking the norms and understand
• Reasons and fears of fathers and mothers who get their daughters (and sons) married early, as well as motives of parents to encourage or accept child marriages
• Motives of fathers and mothers to delay marriage of their daughters (and sons)
