UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of [Evaluation of UNICEF Yemen’s Education Sector Plan Implementation Grant under the
Global Partnership for Education]. The GPE ESPIG 2014-22 evaluation aims to ensure UNICEF’s accountability to the affected population – especially the most vulnerable – as well as
GPE, as the project’s donor. It is a summative evaluation following the completion of the programme in 2022, but it also serves a formative purpose as lessons from the project may be
used to scale and inform other UNICEF programming. It will document lessons learned for specific target audiences (such as UNICEF, development and humanitarian partners, donors, and the
Ministry of Education) who invest in the education sector in the whole of Yemen. In addition, the evaluation will evaluate quality of delivery, while providing insights on the outcomes
achieved during the project’s life, so that future programming can be designed and implemented to better serve those most vulnerable among the affected population. The evaluation is
intended to document lessons learned and inform future programming for specific target audiences related to investment in the education sector. It will provide a summative evaluation of
the relevance, coherence, effectiveness, efficiency, impact, and sustainability, and review the quality of delivery, providing insights on the outcomes achieved, More specifically, the
objectives of the evaluation are to: a. Assess UNICEF’s contributions to the effectiveness of the GPE ESPIG 2014-22 project; b. Examine UNICEF’s role as a grant agent and in the
coordination of project in partnership with other key stakeholders; c. Examine UNICEF and GPE ESPIG 2014-22 project adaptations as they relate to needs of the affected population over the
lifespan of the project; d. Identify lessons learned for UNICEF and partners, both in Yemen and globally, including both opportunities and challenges across Yemen and by specific
geographical intervention areas; e. Examine how UNICEF’s role in the education sector under the GPE ESPIG 2014-22 project has addressed cross-cutting vulnerabilities such as gender,
disability, age/educational stage, IDP status, and remote and conflict-affected geographical locations, as well as cross-cutting issues like human rights; f. Make recommendations to
inform future UNICEF education and related programming in both Yemen and globally. This tender will be run through the UNICEF e-submissions system. By clicking on the blue ‘Express
