UNICEF Philippine Country Office is inviting you to submit a proposal for LRPS-2023-9185663: Development of Module for Department of Social Welfare and Development Academys Executive Class on Child Protection and Child Protection Ecosystem.

Please be mindful of the submission timelines provided above.

Summarized Terms of Reference:

The objectives of the modules of the Executive Course are:

1. Harmonize understanding on what child protection is and what are the components of the child protection ecosystem amongst the local chief executives, their local social welfare and development officers, and the members of the local child protection council (LCPC);

2. Catalyse political and institutional support of the mayors to ensure the establishment and strengthening of a child protection ecosystem and influence to secure higher investments for child protection programming including support for the child protection workforce;

3. Provide practical examples on good practices of local government units that have functional child protection ecosystem; and

4. Submit a report to the DSWD Academy with recommendations on how to strengthen the provision of the CP module; institutionalize a community of practice amongst the LCEs and their LCPC members which will be documented by the DSWD Academy; and recommend other courses, modalities or innovations on the Executive Class to further support child protection systems strengthening efforts which are aligned to the National Plan of Action for Children.

The main participants targeted for these modules would be local chief executives, specifically mayors of 4th to 6th class municipalities, and their local social welfare and development officers (LSWDOs). The modules for the mayors will be run separately from the LSWD and LCPC counterparts. While 4th to 6th class mayors are to be prioritized in the delivery of the modules, these modules can still be delivered for other local chief executives, depending on the priority of DSWD.

The support to the DSWD Academy is also part of the Rolling Work Plan with the Department of Social Welfare and Development.

To ensure sustainability, the Executive Class will be integrated as a specialised course of the DSWD Academy and where there is a clear linkage and support of alumni to DSWD-sponsored Child Protection courses and nutrition services, including counselling, in at least one health center in each municipality.

Please be informed that the Philippine Country Office has shifted its bidding process to an online platform (UNGM and inTend) expressions of interest, clarifications and submissions of bids must be submitted through the online platform. It is important to note that vendors will be required to have a UNGM registration to advance the bidding process. Please follow-up the guidance provided in the website on how to express interest and submit proposals. The full terms of reference and bid documents can only be accessed once you are a registered vendor in UNGM.

Proposals submitted through UNICEFs inTend will be considered as valid. Submissions outside the portal will not be honoured.

By clicking on the blue Express Interest button in the UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the contact persons included in your UNGM registration. Alternatively, the full UNICEF e-submission system instructions to bidders document is publicly available on the UNICEF supply internet pages here: https://www.unicef.org/supply/index_procurement_policies.html . In the tender management site, if you navigate to the documents tab and opt in to confirm your intention to submit a Bid you will then see the mandatory placeholders for documents that must be attached prior to submitting your Offer (you will also see if there are any mandatory questionnaires to complete). As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission. Please note that in order to access the tender documentation through UNICEFs e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering. Please ensure that any files submitted as part of your Bid are not corrupt or damaged in any way. Please exercise particular caution when using compressed files. Any corrupt or damaged files may lead to your Bid being invalidated. All vendors are strongly recommended to regularly log in to the UNICEF e-submissions system to check for any deadline extensions, new clarifications, new correspondence or updated tender documents relating to this tender.
