Social Protection Assessment based on National Dialogue in Papua New Guinea (Албания - Тендер #45822768)

This Social Protection Assessment which will be developed as part of this TOR, will review and provide recommendations on how a social protection system can best be established in Papua New Guinea, based on international standards and good practices of operations. At the outset, the Social Protection Assessment will review the core functions of a social protection system in country, clarify legal and policy issues related to social protection and determine the readiness of a country to develop social protection strategies. It will also assess gaps in coverage for the purpose of achieving improvements in the effectiveness (coverage and adequacy), efficiency and sustainability of the social protection system, including options to extend coverage to the most vulnerable, including herders and those affected by climate related disasters and the impact of COVID-19. The overall ambition is to ensure that the country can use the findings of Social Protection Assessment to build an integrated social protection system and move towards creating nationally-determined Social Protection Floors.
