Регистрация
The Government of Albania has applied for financing in the amount of US$ 55 million equivalent from the World Bank toward the cost of the Building Resilient Bridges Project, and it intends to
apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The overall objective of the Project is to enhance resilience to climate change and natural hazards of Albania’s critical bridge infrastructure and to improve road and bridge asset management
The project will include the following components:
Bridge Infrastructure: This component will finance: (i) the rehabilitation or reconstruction of priority bridges and culverts on the national road network (NRN), including
design studies and supervision of works and equipment for data collection and monitoring; and (ii) road safety and resilience audits through the following subcomponents (a) building of
priority bridges, culverts and associated structures, and (b) climate resilient and road safety.
Systems and Institutional capacity Building: This component would finance (i) technical assistance activities and training aimed at strengthening the capacity of ARA at
managing the bridge and culvert assets, including, aligning the Albanian bridge design codes, construction and maintenance, with those of the EU (Eurocodes) and international practices with
specific focus on resilience to climate change and natural disasters, and road safety; (ii) equipment and software and the collection of road and bridge condition data to support the upgrade
of the bridge management system (BMS) module and of the umbrella Road Asset Management System (RAMS); (iii) the training of Albanian Road Authority (ARA’s) staff to properly use the RAMS,
and BMS as part of it, for future monitoring and for the maintenance planning of assets; (iv) development and implementation of a female internship program by Ministry of Ministry of
Infrastructure and Energy (MoIE) for students or graduates; and (v) technical assistance for defining between MoIE and ARA the Service Level Requirements (SLR) with Key Performance Indicators
(KPIs) to improve budget planning for maintenance.
Project management and Monitoring and Evaluation (M&E): This component will finance goods, consultants’ services and training and incremental operating costs for
managing, monitoring and evaluation of the project.
The following activities are expected to be procured under ICB:
Procurement of Works
The rehabilitation/construction work for consisting of 12 existing priority bridges located along the national road network in Albania
The construction work for one new bridge in Albania.
Procurement of Services (to include Consultant Services)
Several supervision contracts for all respective work contracts
Several feasibility and Design contracts for 12 bridges
Road Safety Audit (RSA) for designs (at 3 stages: preliminary design, final design, operation
Disaster Management Risk (DMR) audits for bridges
Technical assistance to make ARA compliant with Law No. 45/2019 “On Civil Protection
Develop and implement an internship Program for women in ARA/MoIE and 25 female last year university students/six-month paid internships
Technical assistance for establishing dedicated funding for road and bridge maintenance.
Procurement of Goods/ITS
Establishment and operation of Bridge Management System within ARA, including RAMS
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 revised as
of November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World
Bank’s external website and ARA official website https://www.arrsh.gov.al/ and in at least one newspaper of national circulation in the Albanian.
