The ILOs Productivity Ecosystems for Decent Work Programme (PE4DW) has been designed to tackle the obstacles to productivity growth and the creation of quality jobs. The central objective of this Programme is to delve into the underlying causes for the presence of low productivity and widespread informality, rather than simply addressing their surface-level manifestations. Put another way, it means looking beyond the immediately visible tip of the iceberg to understand and address what lies beneath: the issues that create the problem in the first place. Addressing root causes might then require parallel interventions at three levels the macro (or national), the meso (or sector) and the micro (or enterprise) level.
The macro (or national) level relates to the legislative and regulatory environment and includes policies, voluntary standards and social norms. The programme will support national actors to analyse, review and revise national policies or regulations with direct impact on productivity, informality and decent work defined as key constraints in the systems analysis.
Specifically, PE4DW is working with the Ministry of Planning and Investment (MPI) on developing a national programme on enhancing productivity growth. The program recognizes that economic growth in Viet Nam is now less dependent on exploitation of natural resources, cheap labour, and credit expansion, but more based on stronger adoption of advanced technology and innovation. The goal of the Programme on the National Programme for Improving Labour Productivity is to develop viewpoints, directions, and solutions to increase labour productivity in a fast and sustainable manner in the period 2022-2030. The technical support will be provided through the implementation of several policy analysis and national dialogue on productivity growth. Additionally, the Productivity Ecosystems for Decent Work Programme will also provide technical support to the Ministry of Labour, Invalids and Social Affairs on the revision of the Employment Law. The rapid transformation of Viet Nams economy and labour market in recent years have made the 2013 Law age quickly. Todays labour market needs, including the stronger emphasis on productivity, skills mismatches, technology adoption, new platform-based jobs and gig workers, and the increased focus on informality are inadequately reflected in the current Law.
The core of the National Programme for Improving Labour Productivity should revolve around employment policies, ensuring alignment with the ILOs principles of advancing decent work. Similarly, labour productivity growth ought to be a fundamental objective of the revised Employment Law, fostering an environment of productive employment. To facilitate the realization of this objective, PE4DW is actively seeking an international consultant proficient in both productivity-related analysis, policy counsel, and the revision of the Employment Law.
This assignment will also contribute to materializing the ILO Viet Nam Decent Work Country Programmes outcome 1.1: National capacities are strengthened to formulate and implement evidence-based policies and strategies, and enhance enabling ecosystems for inclusive, transformative, and sustainable agriculture, industry, and service sectors for decent work.
