Public facilities such as schools, healthcare facilities, and community centres, are often utilized as ECs at times of emergencies due to their concrete structure, and relative safety that they provide to the communities. The ECs, especially in poorer communities, are rarely well equipped for disasters. They are frequently in poor condition and capacity for basic services is limited. In terms of power supply, there are three common situations: 1) IDPs are refused access to power due to the limited budget of the facility, 2) the facility does not have an electrical system that can handle to extra load, or 3) the facility is entirely offgrid, and 4.) electricity is disrupted by disasters. These scenarios significantly limit IDPs ability to communicate/access information, as well as the facilities ability to provide safe lighting (protection) and maintain airflow in congested spaces (health) thus, IOM is providing support for companies to complete the installation of high-performance modular solar PV systems on as many of the evacuation sites as possible and to put in place a long-term infrastructure for the after-service and management of the systems.
