The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: Community-based Mental Health Program (CBMH) Training in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) under an Agreement for the Performance of Work (APW).
BACKGROUND
Significant developments in advancing the quality of mental health services while promoting and protecting patients rights had happened in the past couple of years. Well before the Mental Health Act (RA 11036) was passed, efforts have been made to integrate mental health service with basic health services in primary care facilities through the WHO Mental Health Gap Action Programme (mhGAP). This not only made assessment and management of mental health conditions more accessible, but also protected patients and their families from the financial risks of availing such services by providing free medications through the Medicine Access Program for Mental Health (MAP-MH). Providing quality mental health services at different levels of care, from the community, primary, up to secondary and tertiary levels of care would be necessary to complete the overall mental health systems of care.
WHO Philippines supported the development and pilot implementation of the Community-based Mental Health Program (CBMH) Framework through the WHO Special Initiative for Mental Health. This outlined the core pillars of establishing community-based mental health services, its care and support services, the necessary competencies of non-specialist service providers, and the process of tracking and monitoring the progress of the programme. The CBMH framework comes with a package of training materials including the slide decks, participants manual, and the facilitators guide. These materials underwent several revisions and were pilot tested in different regions and provinces in the Philippines to gather insights and feedbacks not only from a health professionals perspective, but also from a community or laymans perspective.
WHO Philippines together with the Speciality Care Division (Mental Health) of the Department of Health Disease Prevention and Control Bureau identified focus areas to effectively and efficiently support the implementation of the Mental Health Act under the WHO Special Initiative for Mental Health. The province of Maguidanao in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is one of the focus areas of the Special Initiative for Mental Health. The Ministry of Health of BARMM have requested WHO Philippines to support the delivery of pilot-tested training package of the CBMH Program will be initially implemented in the three (3) Clusters of Maguindanao, namely Cluster 1, Cluster 2, and Cluster 4.

The inception report, to be submitted within 7 days of commencing the assignment, will demonstrate the contractual partners conceptual and implementation approach and methodology, scope of work, resources required, and the timeline of activities to guide the assignment and to meet the agreed upon deliverables.
Deliverable 1.2: Discuss the inception report and work plan with DOH and WHO Philippines.
Output 2. Situational Analysis, Needs Analysis, and review of literature on Community-based Mental Health (CBMH)
Deliverable 2.1: Conduct and submit Situational Analysis of existing CBMH Programs, mhGAP implementation, and the overall status of mental health service delivery in identified implementation sites, including a comprehensive documentation of the process and its results.
