Objective
The objective of the assignment is to support the preparation, organization and implementation of skills training (Training) and post-training labour market support activities for youth
in Malaysia through pre-training consultation and content preparation, organization and management of the training and post-training support, and overall implementation and monitoring
of the assignment.
The Contractor is expected to provide the following COMPULSORY training topics to the target beneficiaries subject to further confirmation between the contractor and
the ILO focal point:
i. Introduction to the Food Operations and Services Sectors;
ii. Technology in Food Operations and Services Sectors; and
iii. Communication skills
The Contractor is expected to provide at least TWO (2) of the OPTIONAL training topics to the target beneficiaries subject to further confirmation between the
contractor and the ILO focal point:
i. Food processing and Quality Control
ii. Food hygiene and safety
iii. Sustainable Food Waste Management
iv. Basic introduction to the Employment laws
v. Financial Literacy
The Trainings are envisioned to take place in Kedah, Selangor and Kuala Lumpur and it can be conducted in English or Bahasa Malaysia with the inclusion of gender-responsive approach and this includes, and is not limited to, the following tasks:
1) Consultation and Preparation (March 2023)
" The contractor will work with the ILO focal point to discuss and create a detailed strategy plan, schedule and agenda for the Training. The ILO will provide the contractor with the
situation analysis report of the Young Futuremakers Malaysia project and any other relevant documents to facilitate the process.
" The contractor will provide all relevant materials for theTraining including but not limited to physical notes, slides, videos, assessment and others. The materials will be further
discussed and confirmed with the ILO focal point.
2) Organize and Manage Skills Training and post-training support (March 2023)
To conduct the Skills Training based on the Compulsory and Optional Training Subjects with the following details:
" Date: The Training shall be initiated in March
" Mode: Face-to-face
" Duration: Maximum TWO (2) months for the completion of the Training. Further details on the schedule of conducting the Training will be further discussed with the ILO
focal point.
" Participants: 100 TVET students (18-30 years old) per location and 70% of them are women who are currently pursuing their Malaysian Skills Certificate (SKM), Diplomas
or Degrees related to food processing or food management at the Contractors institution. The students must undertake Industrial Training/Internship/Practical subject in the current
semester and the contractor shall ensure at least 90% of them will complete the entire Training.
" Venue: The Training should be conducted in the Contractors facilities.
" Agenda & Pre-Survey: The Contractor shall propose the draft agenda for the Training and finalization of the agenda shall be made jointly with the ILO focal point.
Briefing session shall be conducted to the participants before the implementation of the Training with pre-survey to be conducted as the baseline during the briefing session.
" Trainers & Participants management: The Contractor will lead and coordinate the trainers and participants management in coordination with ILO.
" Logistics: The Contractor will prepare the logistics required to conduct the Training including but not limited to backdrop banner, bunting, audio/visual equipment
and any other matters which will be determined later upon discussion with the ILO focal point.
" Allowance: The Contractor will suggest THREE options on providing allowance or incentive for the participants throughout the Training (eg: Transport, food allowances
or special incentive for disadvantaged groups) and it will be determined later upon discussion with the ILO focal point.
" Certification: The Contractor will provide Certificate of Completion to the participants that complete the Training for each skills subject. The format and design of
the certificate will be determined later upon discussion with the ILO focal point.
" Post-Survey: On the final day of the Training, the Contractor should conduct post survey to evaluate the employment readiness of the participants both quantitative
and qualitative methods with the minimum target of 90% participants provide feedback for the quantitative method and 10 testimonials for the qualitative method. The survey shall align
with the indicators required by the ILO and the format, questionnaires and details of the survey will be determined later upon discussion with the ILO focal point.
" Post-training support - Internship and other labour market opportunities: The Contractor shall develop and provide adequate, gender-responsive post-training support
to facilitate the transition of youth to labour market opportunities. The Contractor is expected to ensure at least 70% of the target beneficiaries will be offered places to start their
internships, or where possible initiate job placements,at the food operations or food services companies within two months after the completion of the Training with the monitoring and
data collection to be done in line with the requirements from the ILO.
3) Award Ceremony for the Participants
" Date: The event shall be conducted after the completion of the Training, preferably not later than 15 June 2023.
" Duration: Half day
" Venue: The Contractor needs to suggest THREE (3) suitable options which are:
(i) Cost-effective;
(ii) Accessible to the audience; and
(iii) Available to accommodate 100-200 people at one time.
The options shall include the costs of renting the venue, audio/visual equipment to facilitate the Training and catering (if any) and the final selection will be made together with the
ILO focal point.
" Agenda:
The event aims to communicate the Skills Training to the public with the presence of key officials from the ILO, Standard Chartered Foundation, tripartite constituents (Government,
Trade Union, Employers Federation) and other key stakeholders including food processing companies and media. The event shall include the award ceremony for the target beneficiaries and
trainers who are involved in the Training and other activities that deems necessary (for example: MOU signing between the contractor and food processing companies). Details of the
activities shall be deterimed later upon discussion with the ILO focal point.The Contractor shall propose the draft agenda for the event and finalization of the agenda shall be made
jointly with the ILO focal point.
" Participants & Media: The Contractor will lead and coordinate participants and media for the event (e.g. event promotion including dedicated outreach to the
public, participants registration, key officials and briefings in coordination with ILO).
" Logistics: The contractor will prepare the logistics required to conduct the Training sessions including but not limited to backdrop banner, bunting, audio/visual
equipment and any other matters which will be determined later upon discussion with the ILO focal point.
4) Documentation and Analysis of skills training and post-training support
" The Contractor shall provide documentation of all matters pertaining to the entire Training. The details and format of the documentation will be determined later upon
