UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Evaluation of the Catch up Programme under Education , Luapula Zambia BRIEF BACKGROUND
Purpose The purpose is to conduct a formative and summative evaluation of the on-going Catch-Up programme (Improving Quality of Learning) in Luapula Province, to assess the impact of the
programme implementation over the three-year programme cycle (2022-2024) and inform the expansion and sustainability of the programme to other provinces. Introduction The UNICEF Zambia
Country Programme aims to support the Government in three output areas in Education, including: 1. National, sub-national and community-level stakeholders have strengthened capacity to
increase access to quality early childhood development and education opportunities, in targeted provinces. 2. National, sub-national and community-level education stakeholders have
improved capacity to deliver quality learning in targeted provinces especially at the primary level. 3. National, sub-national and community-level education stakeholders have strengthened
capacity to increase access, retention and completion of secondary education for marginalised children in targeted provinces. The Catch-Up Programme in Luapula Province is a partnership
between UNICEF Zambia Country Office and the Hempel Foundation and aims to further advance UNICEF’s work to support the Ministry of Education (MoE), focusing on children in need who
live in rural poverty without access to quality education - particularly girls and primary school aged children. It is a remedial learning programme, targeting 80,000 Grade 3 to 5
learners in Luapula province (Grade 3 to 5 children), and indirectly benefiting learners from other grades in 600 schools while supporting MoE systems strengthening in areas of teacher
training and mentoring, remedial learning, data management and utilisation, monitoring, assessments and reporting. This programme is expected to contribute to improved learning outcomes
in foundational literacy and numeracy among primary school learners in Luapula Province. Objectives • Conduct a comprehensive analysis of qualitative and quantitative data to assess the
effects of the interventions, and identify and document good practices, innovations and lessons learnt – both at school level as well as at the system level of the Catch-Up programme.
• Assess the relevance and effectiveness of the Catch-Up programme in meeting the needs of supporting the learning of vulnerable children, the appropriateness of teaching and learning
materials, innovation surrounding teacher support • Assess the capacity of the Ministry of Education on data management and utilisation and its relevance to the education strategy and
