• The Aga Khan Foundation USA (AKF-USA) has received financing from the World Bank toward the cost of the Water Emergency Relief Project (WERP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Hygiene Kits. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
• The Aga Khan Foundation -Afghanistan now invites sealed Bids from eligible Bidders for Procurement of Hygiene Kits.
• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 4th edition, November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain the bidding document during office hours 09:00 AM to 03:00 PM at the address given below.
• The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the below address.
• Interested Bidders shall inspect the sample hygiene kit and its components at the Purchaser’s office to verify the required quality and compliance with the technical specifications.
• Qualification Criteria (ITB 37.1)

Annual Turnover & Financial Capability:

• Annual Turnover: The minimum required annual volume for the successful Bidder in two of the last 5 years shall be 560,000 USD.
• Financial Capability: The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement: USD 90,000.

In case of JV, all partners combined must meet 100 % of the requirement, each partner must meet minimum 25% of the requirements and Lead partner must meet Minimum 40% of the requirements of (a) & (b) above.

Specific Experience: The Bidder shall demonstrate that it has successfully completed at least one contract within the last seven years prior to bid submission deadline, with a value of at least USD 250,000 that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract.

Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

• All Bids must be accompanied by a Bid Security of USD 7,200 (Seven Thousand, Two Hundred) the Bid security shall be valid for 118 days from the deadline for Bid submission.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
