Contract title: Procurement of Upgrade of a Substation and Construction of Transmission Overhead Lines as follows:

— lot 1 – Woodlands 33/11 kV substation upgrade,

— lot 2 – Coventry – Kafue 33 kV overhead line upgrade, and

— lot 3 – Industrial – Matero 33 kV corridor upgrade.

The Government of the Republic of Zambia has received financing from the European Investment Bank (EIB) towards the cost of the Lusaka Power Transmission and Distribution Network Project (LPTDNP) and intends to apply part of the proceeds towards payments under the contract for the procurement of upgrade of a substation and construction of transmission overhead lines in three (3) lots:

— lot 1 for Woodlands 33/11 kV substation upgrade,

— lot 2 for Coventry – Kafue 33 kV overhead line upgrade, and

— lot 3 for Industrial – Matero 33 kV corridor upgrade.

ZESCO Limited, Lusaka, ZAMBIA now invites sealed bids from eligible bidders for the procurement of upgrade of a substation and construction of transmission overhead lines in three (3) lots:

— lot 1 – Woodlands 33/11 kV substation upgrade,

— lot 2 – Coventry – Kafue 33 kV overhead line upgrade; and

— lot 3 – Industrial – Matero 33 kV corridor upgrade.

Under tender number ZESCO/LTDRP/G/092/C2/2018.

Evaluation of the bids will be done on lot by lot basis and the award will be to the lowest evaluated bidder in each lot.

Bidding will be conducted through International Competitive Bidding (ICB) procedures indicated in the European Investment Bank’s guide to procurement for projects financed by the EIB; updated version of June 2011 edition, (“Procurement Guidelines”) and is open to all bidders as defined in the procurement guidelines. In addition, please refer to paragraphs 1.5 setting forth the bank’s policy on conflict of interest.

Interested eligible bidders may obtain further information from ZESCO Ltd and inspect the bidding documents during office hours 08:00 to 12:30 and from 14:00 to 16:30 respectively at the address given below.

A complete set of bidding documents in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 1 000,00 ZMW or in Euro (EUR) or in any freely convertible currency. The method of payment will be bank (managers) cheque issued by a recognized commercial bank acceptable to the purchaser, or direct deposit or transfer of funds into the purchaser’s bank account with evidence of such deposit as follows:

The bidding documents will be collected from the office of the senior manager — procurement and stores at ZESCO Head Office at the address given below.

Bids must be delivered to the address below on or before 10:30 on Friday, 22.2.2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address indicated below at 10:30 on Friday, 22.2.2019.

All bids must be accompanied by a bid security of at least 2 % issued by a bank or 3 % if issued by an insurance firm (bid bond) of the bid amount on the bid submission form. Bid security, at the bidder’s option, may be in the form of either a letter of credit or a bank guarantee from a banking institution or a bond issued by an insurance firm as surety.

A pre-bid meeting and a site visit will be held on Friday, 1.2.2019 as stated in the bid data sheet, section II of the bidding document.
