01 International Consultant for support on legal assessment (примерный перевод: 01 Международный консультант по оказанию поддержки в проведении правовой оценки) (Вьетнам - Тендер #5089006)

UNDP Vietnam is seeking for 01 International Consultant for Supporting the national consultant firm to conduct study on legal knowledge and legal needs and capacity assessment of legal communicators and disseminators in six provinces of Viet Nam (Ref. 3-190601)

The key objective of the assignment is to support the national consultancy firm for:

1. The study

• Develop draft questionnaires, focusing on legal information on key statutory rights, and legal aid rights and services, informed by approaches and methodologies used in other countries;
• Develop a study report on legal awareness and understanding and legal needs of vulnerable groups, including access to legal information and legal aid, with a focus on women, children, ethnic minorities and the poor, the barriers to legal information and service, how current legal rights and service information is planned, communicated and delivered from the national to the sub-national level, how these groups seek support and/or use grass roots dispute resolution mechanism to solve communal conflict and dispute, how they can express their opinion on draft policy and legal documents.

2. The capacity needs assessment:

• Develop draft questionnaires, focusing on legal information on key statutory rights, and legal aid rights and services, informed by methodologies and approaches used in other countries, and provide inputs to the report prepared by the team of national experts;
• Develop a report on capacity of legal disseminators and communicators, focusing on capacity of conducting legal dissemination of the legal mechanism and procedures relevant to women, children, ethnic minorities and the poor and other vulnerable groups;

The selection will be on a competitive basis and will comply with UNDP procurement regulations.
