Synopsis: Added: Aug 29, 2016 10:09 pm This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-16-T-3184. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-89-1 and DFARS Publication Notice 20160811. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

The Fleet Logistics Center Pearl Harbor Regional Contracting Department requests responses from qualified sources located on Oahu Hawaii and capable of providing maintenance, parts and supplies for 43 Ricoh office copiers in accordance with (IAW) Attachment 0001 Performance Work Statement (PWS):

Procedures in FAR 13.106 are applicable to this procurement.

The final contract award will be based on the lowest priced technically acceptable responsible offer.



Instructions to offerors:

1. Price each CLIN [base and option year one] for the copier maintenance services and supplies IAW the PWS and total the price quote. Offerors shall also provide the labor category and the fully burdened hourly labor rate for the purpose of determining fair and reasonable pricing is being offered.

2. In the event that the Government may require continued performance of services for up to 6 months pursuant to the authority under FAR 52.217-8, pricing will be evaluated at the pricing offered under the last option term. For evaluation purposes only, 50% of the pricing offered under the last option term will be added to the total quoted price.

(Offerors do not quote for this.)

3. The Governments terms and conditions of the contract will prevail for the services and supplies provided. In event there is a conflict between the offerors terms and conditions of service, and the terms and conditions stated in the contract under the FAR, the Government’s terms and conditions prevail over the offerors terms and conditions.
