Description

1. General. This is a SOURCES SOUGHT ANNOUNCEMENT FOR ACQUISITION PLANNING PURPOSES ONLY AND IS NOT A SOLICITATION NOTICE OR SOLICITATION ISSUANCE. Response to this announcement is strictly voluntary and will not affect a firm’s ability to submit an offer should a solicitation be issued. There is no solicitation document associated with this announcement; this is not a Request for Proposal (RFP). The requested information is for acquisition purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This announcement constitutes as a market research tool for the collection and analysis of information to determine capabilities and capacity of interested firms.

2. Notice Details. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Omaha District (CENWO) has been tasked to identify interest in an Architect-Engineer (A-E) Contract in support of the US Department of Agriculture, US Dairy Forage Research Center (DFRC) at Prairie du Sac, Wisconsin. The Omaha District is seeking information from interested, qualified Small Business Community (SBC) members, as well as other-than-Small Business firms (“Large” businesses), that are capable of providing the required services. All interested parties are highly encouraged to respond.

3. Project Scope. CENWO intends to acquire A-E Services to provide a 100% Design for the replacement DFRC facility project. A-E services may provide program of requirements development; commercial dairy production and research facility design; lactating cow facilities; heifer and calf facilities; breeding areas; intensive animal feeding facility; emission chambers research facility; milking parlor(s); manure management system; feed storage and mixing facilities; data generation and transfer systems; laboratory areas and research rooms; field equipment storage and maintenance facilities; and administration and personnel facilities.

Preliminary planning is currently being performed to collect requisite information and better identify the requirements and details of this project. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government reserves the right to update this information as project planning documentation is published and updated. The information below represents the most current information available and will be superseded upon the publication of the preliminary planning information which will be provided by the Government in the subsequent synopsis and request for SF 330’s:

Estimated Construction Cost (ECC): The current ECC is approximately $51,400,000.00. Ref. DFARS 236.204 Disclosure of Magnitude.

Anticipated Construction Strategy: It is expected that the Government will issue a Design-Bid-Build stand-alone construction contract.

Project Details: The following information represents the various project objectives as they are currently known.

(a) Overall facility will accommodate approximately 500 lactating cows (maximum), 350 heifers and calves, 1300 acres crops production, 900 acres of pasture and perennials, 12 permanent researchers and staff, xx operations and maintenance personnel, and up to xx student researchers. Water runoff management will be a high priority.

(b) Construction of approximately 200,000 BGSF of new production, research, operations, and maintenance facilities and supporting infrastructure.
• Lactating cow facility capable of supporting up 500 lactating cows plus dry and transitioning cow accommodation.
• Heifer and Calf facility capable of supporting up to 350 young stock.
• Animal breeding, treatment, and medical facility.
• Approximately 16 stall intensive animal feeding facility with housing, care, milking, and monitoring capabilities.
• Approximately 4-6 cow emission chambers for ammonia and greenhouse emission monitoring.
• Milking parlor capable of supporting 500 dairy cows.
• Manure management system with adequate, on-site storage lagoon(s)
• Laboratories and research rooms capable of facilitating ongoing and future experiments.
• Field equipment storage and maintenance facilities; fertilizer, pesticide, and non-pesticide storage.
• Administration and personnel facilities with office space, admin storage, conference, locker/break rooms, and meeting space.
• Student dormitory

(c) Construction of approximately 80,000 BGSF silage and feed storage facilities and supporting infrastructure.
• Covered bunk silos for silage
• Covered bag feed storage
• Tanks for liquid feeds
• Soybean storage and roasting capabilities.
• Mixing area and systems capable of providing consistent feed mixing results.

(d) Renovation of approximately 40,000 BGSF of existing facilities for code updates.

(e) A portion of the existing BGSF facility will need to be demolished. Estimated BGSF is unknown at this time.

(f) Sustainable power and water systems may be included this project, as applicable.

The North American Industrial Classification Code (NAICS) for this requirement is: 541330, “Engineering Services”. The related size standard is: $15.0M.

4. Submission Instructions. Formal responses to this Sources Sought notice must be submitted electronically (via email) with SUBJECT: Sources Sought – Prairie du Sac DFRC A-E contract. Please email to david.w.neal@usace.army.mil and joseph.bac@usace.army.mil. All responses must be received by the specified time and due date will be considered. All successfully submitted responses will receive an acknowledgement by return email. ANY RESPONSES RECEIVED AFTER THE SPECIFIED DATE AND TIME WILL NOT BE CONSIDERED.

Responses to this Sources Sought will be limited to 10 pages in a single PDF document and should include the following information (items (a) through (g) below). Additional pages beyond ten will not be considered; cover letters and extraneous materials are NOT desired. Materials, documents, web links, etc. incorporated by reference in responses will not be accessed by the Government for inclusion; all responses must be self-contained, to address the following items.

(a) Firms name, address, point of contact, phone number, e-mail address.

(b) CAGE and DUNS number.

(c) Firms business size in relation to NAICS code 541330 [which has a small business size standard of $15M in annual average gross receipts over the past three years], AS WELL AS TYPE(S) of SMALL BUSINESS, IF/AS APPLICABLE.

[Items (d) – (g) are generally representative of the primary selection criteria the Government anticipates using for this acquisition, although not guaranteed to be exhaustive for purposes of this market research.]

(d) Experience. Provide no more than two project examples that demonstrate specialized experience and technical competence in executing similar work described in Item 3 above titled ‘Project Scope.’

FOR EACH PROJECT EXAMPLE PROVIDED, include a brief description of the project (scope), dollar value, offeror’s role as a prime contractor or subcontractor, project duration (start/end dates), customer/owner name with point of contact and contact information (phone number and email address) of someone form the customer/owner who can verify the information provided. The Government reserves the right to verify, confirm, follow-up on, etc. information provided with response, as it determines necessary.

(e) Key personnel. Demonstrate professional personnel qualifications sufficient to meet the scope of this requirement, e.g., via a list or table of registered professionals that would be necessary to provide the services.

(f) Capacity to accomplish the work. Demonstrate capability and capacity to perform the specific services required on a project of this type.

(g) Work management. Discuss/demonstrate items such as team organization, quality control procedures, cost control and coordination of in-house disciplines and sub consultants/subcontractors. Include in this section any Teaming Arrangement, Joint Venture or Mentor-Protégé information, if/as applicable.

Responses to this Sources Sought Announcement are due no later than 04 February 2020 by 2:00 PM CST. All responses must be sent by email. Other forms of submission (e.g. regular mail, hand-delivered, facsimile) will not be accepted. Personal visits to discuss this announcement will not be allowed. All firms must be registered in SAM at https://www.sam.gov/SAM/ to be eligible for award of Government contracts.

No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a formal synopsis, requesting SF 330’s may be published on https://beta.sam.gov. However, responses to this notice will not be considered adequate responses to a formal synopsis.
