Abstract: 1 Background
Cardiff Microbiology now houses a Pathogen Genomics Unit. (PenGU) The Pathogen Genomics Unit provides expert technical and medical advice on a Local, Regional and All-Wales basis.
The expansion of PenGU and the addition of services has seen an increase in workload. The introduction of automation will enable the repertoire of tests offered by the unit to be increased, with the added potential to repatriate tests currently performed by other suppliers.
The use of automation will also provide service resilience and therefore negate a significant risk to the organisation which may result in a failure of routine services to our users at a local and All-Wales level.
If the laboratory cannot provide the current level of routine diagnostic service this will directly impact upon patient care increases the risk to PHW of non-delivery of this mandatory function it sub-serves, particularly in the current climate where demand for all tests continue to increase.
2. Requirement
It is a mandatory requirement for PHW to provide testing for certain patient groups. The Pathogen Genomics Unit provides a centralised service to several Public Health Wales specialist and reference laboratories. The automation required for DNA quantification will improve the service required. Please note that a total of 2 platforms are required. One will be sited at the Cardiff Microbiology laboratory and one will be sited at the Swansea Microbiology laboratory.
The commercial system of choice will need the following performance
Performance
• • As described in technical specification.
Attributes
• The platform needs minimal hands-on time with the ability to be a left without supervision by laboratory staff.
• Platform needs to show excellent intra and inter-assay accuracy and precision to allow confident monitoring of low level DNA.
Timescales
Due to the increasing demands of the service machines will be evaluated according to lead time i.e. as soon as possible prior to the financial year end (2018/19)
5. Working Arrangements
PHW would require the supplier to work closely with key designated stakeholder principally, but not limited to the Laboratory Manager of the Cardiff Laboratory at University of Wales Hospital.
Frequency of reviews would be agreed during the contract duration.
6. Service Levels and Performance
The instrument will require annual maintenance.
Response to ‘call out’ 4 working hours
Repair (or replacement with similar specification) 48 working hours
Training for up to 6 people will be required on or around installation
The platform will primarily be used to perform a DNA quantification assay on samples used in NGS assay and the system must be able to carry out this function and be included in any quote on the basis of approximately 4000 tests per annum.
