Islington Council invites suitable expressions of interest from suppliers for the provision of an integrated Mental Health Recovery Pathway for Islington residents with enduring mental illness.
Current status / Background Islington mental health commissioners have consulted widely with service users, carers and professionals in relation to crisis provision and community recovery
services. As a result, we have a clear picture of what is valued most and what it will be important to retain in future. Islington Council is seeking to re-procure existing services to
effectively meet the needs of service users within the borough. The new service will strengthen the recovery pathway in a number of ways: The service will adopt a more personalised,
strength-based model of support, focussing on individuals’ strengths and aspirations, enabling people to plan for and choose their own care and support based on interests and existing
strengths. The service will support service users in the community, their homes and in building based services. By commissioning the pathway as a single contract, the service will reduce
duplication, multiple assessments and provide a streamlined and connected range of services. The pathway will enable greater community connectedness and promote social inclusion, by supporting
people to access community-based activities and services, as well as supporting clients to access training, voluntary, education and employment opportunities. In addition to supporting people in
Islington who are known to mental health services, it is expected that this new arrangement of services will improve the reach of services to those people who do not currently access this type of
mental health support. The requirement The council is seeking to provide a range of services that will support the delivery of an integrated Mental Health Recovery Pathway (‘the Pathway’) for
Islington residents with enduring mental illness. The Pathway will provide support to appropriately meet differing levels of need, supporting Islington residents to maintain or prevent further
deterioration in their mental health (which in turn would lead to either hospital admission or other secondary care intervention), and provide the necessary support to enable a recovery from a
mental illness and develop greater self-management of their health. The new Pathway represents a move further towards more individualised and personalised support and a flexibility of service
delivery as part of our strategy to embed our strength based approach and to make our services more accessible, responsive and flexible. The services described will encourage involvement with the
local community, promoting independence, maximising social inclusion and reducing stigma. This is in line with Islington Council’s vision to support residents to engage with and benefit from
the resources and assets within their locality and beyond. Services within the Pathway will include: open access day opportunities out-of-hours recovery service psycho-social support and key
working reablement service Tenders will be considered from single providers, or multiple providers as a partnership arrangement, with appropriate sub-contracting arrangements in place as
required. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] This is a re-tender of existing services. Potential providers must be aware that TUPE may or may not apply to this
service. Further details will be available in the invitation to tender. Contract Period The contract period will be for 36 months from an estimated start date 1 May 2019. The contract will have
two (2) options to extend for a period of twelve (12) months each depending on an assessment of performance against outcomes, standards of service provided and available funding. Contract Value
The maximum available budget for this contract is £5,412,500 over the maximum 60 months’ term of the contract. This is based on an annual budget of £1,082,500. The maximum service value
stated above will be subject to regular funding reviews over the lifetime of the contract. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in
accordance with the Public Contracts Regulations. MEAT for this contract is quality 70% and cost 30%. Further details will be provided in the invitation to tender. Quality 70% - made up of:
Proposed approach to service model and delivery – 40% Proposed approach to service user involvement, coproduction, and social value – 10% Proposed approach to workforce management and
contract implementation – 10% Proposed approach to safeguarding and risk management – 10% Cost 30 % - made up of: Contract cost – 25% Direct/Indirect Costs – 5% Total 100% Tenderers
should be aware that we reserve the right to hold site visits and/or interviews during the tender process. Site visits and/or interviews will be for verification/clarification purposes of the
written submission. We reserve the right to interview leading bidders. Procurement Process This contract is over the Official Journal of the European Union (OJEU) threshold. This contract will be
procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents.
Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated. The award criteria will be assessed initially by written method
statement questions. All bidders that satisfy the minimum requirements for the written questions will then be invited to give a presentation based on award criteria stated in the procurement
