Copernicus C3S_428 Use Cases on Cultural Heritage and on Forestry.

As the Entrusted Entity for implementing the Copernicus Climate Change Service (C3S), ECMWF will issue an Invitation to Tender (ITT) for a Use Case focussing on communities involved in the study, monitoring, maintenance and management of Europe"s cultural heritage and a Use Case focussing on forestry management. Please see Lots description for further information.
For each Lot, ECMWF will award one Framework Agreement with a duration of maximum 15 months.
Estimated value excluding VATThe procurement for the contract will be conducted in accordance with ECMWF"s procedures as set out in ECMWF"s Invitation to Tender documents, which will be available on ECMWF"s eProcurement Portal and no other procedures will apply. In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an Intergovernmental Organisation or submit itself to any jurisdiction.
Tenders must be submitted using ECMWF"s eProcurement Portal. Hard copy (paper) submissions will not be accepted.
EU Member States contain some of the most important World Heritage Sites, and this cultural heritage is being put at increased risk by climate change (e.g. the rising sea levels). A detailed understanding of the impacts which climate change will have on these sites is therefore required. Working in close collaboration with the communities who are studying and managing our cultural heritage, the bidder will define, develop and deliver a suitable set of climate change indicators. These will then be made available through a dedicated interface built on the Climate Data Store (https://www.ecmwf.int/en/newsletter/151/meteorology/climate-service-develops-user-friendly-data-store).
Based on market analysis, the Use Case should develop and demonstrate end-to-end applications (products, software or services) for the management of cultural heritage sites based on C3S products and data. The objective of such a Use Case is to stimulate innovative ideas, compelling business cases and support the development of downstream applications.
2. Common procurement vocabulary (CPV):In order to ensure that forestry can keep playing its fundamental environmental and socio-economic functions in a sustainable way, in a changing climate, it is essential to identify the gaps in the current climate data offering and ensure that the necessary datasets are provided to the people who need them in an efficient and timely manner. Good forestry management can secure the survival of woodland ecosystems and can maximise forestry"s contribution to climate change mitigation. Working in close collaboration with the communities who are managing forestry and the broad set of services they provide, the bidder will define, develop and deliver a suitable set of climate change indicators. These will be made available through a dedicated interface built on the Climate Data Store (https://www.ecmwf.int/en/newsletter/151/meteorology/climate-service-develops-user-friendly-data-store ).
