RFP FOR IMPLEMENTATION OF DRONE-MAPPING EXERCISE IN REFUGEE SETTLEMENTS Background: Uganda has been hosting refugees and asylum seekers since achieving its independence in 1962. The country has been praised for having one of the most progressive and generous refugee laws and policy regimes in the world. In fact, the 2016 United Nations Summit for Refugees declared Uganda’s refugee policy a model. The 2006 Refugee Act and 2010 Refugee Regulations allow for integration of refugees within host communities with refugees having access to the same services (education, health, water and sanitation) as nationals. They have freedom of movement and are free to pursue livelihood opportunities, including access to the labor market and to establish businesses. Despite Uganda’s progressive refugee policy, refugee hosting districts face challenges, including chronic under-development, intergenerational poverty, limited resilience to shocks, and insufficient economic opportunities. With populations doubling in some districts, resources are stretched to the maximum and there are signs that Uganda’s refugee hosting model is coming under threat. Since the outbreak of violence in South Sudan in July 2016, Uganda has been receiving an unprecedented number of refugees fleeing from fighting, acts of violence, drought and famine. As of 30 November 2017, Uganda is hosting a total of 1,398,991 refugees and asylum seekers, among them 1,053,276 (75%) South Sudanese ,making Uganda the largest refugee hosting country in Africa and one of the world’s fastest-growing refugee crisis. Majority of the South Sudanese refugees are settled in five districts of West Nile, namely Adjumani, Arua, Lamwo, Moyo and Yumbe. 82% of the refugee population are women and children under 18. Overall Objective UNDP seeks to engage a specialized Data collection & Risk Assessment firm/NGO to provide technical inputs to hazard, exposure, vulnerability, and risk profiling in support of the development of the “Refugee hosting district Risk profiles” based on the methodology developed by the OPM.
