This Invitation for tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 8.9.2017
The İzmir Metropolitan Municipality – Transportation Department – Sea Transport Department hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the Bank towards the cost of Izmir Ferry Project – Supply of 2 Car Ferries.
The Purchaser now invites sealed tenders from Suppliers for the following Contract to be funded from part of the proceeds of the loan:
— supply of 2 Car Ferries to Izmir Bay,
— steel, double-ended type ferries, with 2 x 360-degree rotating Azimuth thrusters in Z-drive configuration, driven by 2 diesel main engines,
— length: 55 m; breadth 15 m,
— capacity for 51 cars, 10 motorcycles and 10 bicycles,
— closed passenger lounge capacity 180 persons; open passenger lounge capacity 120 persons,
— speed 12.0 knots at 75 % of each main engine load; 13,0 knots at 95 % of each main engine load,
— service life of at least 30 years working in the Gulf or Izmir with 5 000 hours operation per year (for each ferry),
— delivery of first ferry within 420 calendar days of signing the contract,
— delivery of second ferry within 600 calendar days of signing the contract Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria:
— evidence of Business Permit Documentation or equivalent documentation (e.g., excerpt from the commercial register) which identifies the legal form of the company and which confirms its activities as a ship building company,
— experience as a Supplier within last 10 (ten) years, evidencing successful completion and delivery of at least 1 (one) new ship building contract with the following:
—— at least 30 (thirty) meters long,
—— body and upper structure made of steel, aluminium or composite material,
—— at least 18 000 000,00 TRY (eighteen million Turkish Lira),
— minimum average annual turnover of 22 500 000 TRY (twenty-two point five million Turkish Lira), calculated as total certified payments received for contracts in progress or completed, within the last 5 years (note: for a JVCA the lead partner must meet 60 % of the requirement and each other partner must meet 20 % of the requirement)
— access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
(i) a cash-flow requirement of 22 500 000 TRY (twenty-two point five million Turkish Lira), and
(ii) the overall cash flow requirements for this Contract and its current commitments (note: for a JVCA the lead partner must meet 60 % of the requirement and each other partner must meet 20 % of the requirement).
— the Tenderer, or any partner in a JVCA, shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, within the last 3 years.
— all pending litigation shall in total not represent more than 10 percent (10 %) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.
Tender documents may be obtained from the office at the address below upon payment of a nonrefundable fee of 100TL or equivalent in a convertible currency. Payment should be made to one of the following Bank accounts with providing explanation as "2 Adet Feribot Alimi"

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of any discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
All tenders must be accompanied by a tender security of 3 000 000 TRY (three-million Turkish Lira) or its equivalent in Euro.
Tenders must be delivered to the office at the address below on or before 13.12.2018 14:00 hours Local Time at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
