Project description:

The European bank for reconstruction and development (the “EBRD” or the “Bank”) has provided a loan of up to 160 000 000 EUR for the benefit of Société nationale des chemins de fer tunisiens (“SNCFT” or the “Client”) to finance a network upgrade programme which will entail doubling and electrifying the final section of the Suburban coastal (Sahel) rail line between Moknine and Mahdia, to upgrade (signalling and track) and realign the Western-Southern rail line between Tunis and Kasserine as well as to purchase 6 Electric multiple units (“EMUs”) (the “Project”).

The procurement and implementation of the Project will be carried out by a project implementation unit (the “Project Implementation Unit” or the “PIU”) to be established by SNCFT. The Project will be implemented over two main lines, Line 6 (Tunis – Kasserine) and Line 22 (Sousse – Mahdia).

SNCFT now wishes to engage a consultant (the “Consultant”) to ensure that all procurement activity under the project is conducted fully in accordance with the EBRD’s Procurement Policies and Rules (“PP&Rs”) (the “Assignment”).

Consultant Selection Procedure: Single-stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in August 2018 and has an estimated overall duration of about 30 months

Cost Estimate for the Assignment: 500 000,00 EUR

Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client the assignment may be extended beyond the current scope.

Funding source: It is anticipated that the contract will be financed by the EBRD Shareholder special fund. Selection and contracting is subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant"s country of origin.

Submission requirements: In order to determine the capability and experience of Consultants seeking to be selected, the consultant shall submit a Response in accordance with the Consultancy procurement document (CPD) below:

Important notes:

1. The selection will normally be made from the Proposals received in response to this notification only, on the basis of the selection criteria set out in the CPD. The highestranked consultant will be selected and be invited to negotiate the contract, subject to availability of funding.

2. Any updates of and clarifications on this procurement notice and/or the CPD shall be announced as updates on this notice, without any other notification. In the event of changes to the CPD, consultants will need to download the updated version of the CPD. Consultants are required to periodically check the notice for updates. Failure to take the updates into account while preparing the Proposal may result in disqualification or penalties to the scores in the evaluation.

3. Consultants are encouraged to have a suitably qualified local partner to assist them in carrying out this assignment.

4. Consultants are required to propose 6 key experts, as per Section 1.3 (Evaluation Criteria) of the Data sheet and instructions to consultants, and Section 2.1 (Terms of Reference). Any consultant that proposes fewer than 6 experts (for example by proposing one expert for two roles) will automatically be disqualified, and their proposal will not be evaluated further.
