Overview :

Tanzania is one of the countries that continue to suffer from the adverse impacts of climate change and related hazards. Climate change poses serious risks to Tanzania’s development, poverty reduction efforts and to the economic and social fabric of the country. In the last 40 years for instance, Tanzania has experienced severe recurring droughts and floods events with devastating effects to agriculture, water and energy sectors among others. Tanzania’s ability to address the current and projected impacts of climate change is hindered by several factors including inadequate institutional arrangements, inadequate financial resources, insufficient technological capacities, low awareness and inadequate climate change information management.

The Government of United Republic of Tanzania has undertaken a number of initiatives to address climate change concerns in the country. The latest targets set by the Government in the area of climate change are defined by Tanzania’s Intended Nationally Determined Contribution (INDC) which will become the NDC once Tanzania has ratified the Paris Agreement (PA). The United Republic of Tanzania is a signatory to the PA since 22 April 2016 and the national ratification process is currently ongoing. In its INDC, Tanzania has set itself an economy wide mitigation target of 10-20% by 2030 relative to the BAU scenario of 138 - 153 MtCO2e/a total GHG excluding forestry (LULUCF), which means a doubling of emissions from early 2010s levels. There is no sectoral target for transport within the INDC, however “promoting low emission transport systems through deployment of Mass Rapid Transport Systems and investments in air, rail, marine and road infrastructures” is highlighted as an intended contribution under the focus area transport.

In terms of economic growth, Tanzania had a GDP growth rate of 7.0 percent in 2016, which is a continuation of its steady economic performance within the last decade (average annual GDP growth (2007 – 2016): 6 percent). In order to maintain its growth and to spur industrialization, the country’s large infrastructure gaps need to be addressed, especially in the energy and transport sector. This accounts for urban transport in particular, as cities take up an important role as trade hubs within the national and regional context. While Dodoma is the capital of Tanzania, hosting national legislative and government administration, the city of Dar es Salaam is the industrial, commercial and financial centre. Currently, an estimated 70% of the country’s GDP is generated in Dar es Salaam. Furthermore, as a sea port it also functions as a main trade gateway for Tanzania as well as the region, handling 90% of all maritime trade of goods in Tanzania. Taking into account both Tanzania’s rapid urban population growth and the importance of cities as economic gateways, especially in the case of Dar es Salaam, demand for a modernized urban transport infrastructure increases significantly.

To mitigate the effects of climate change in the rapid increase in demand for transport mentioned above, Tanzania is currently developing a fully-fledged Nationally Appropriate Mitigation Action (NAMA) for the implementation low emission mass rapid transport options for Tanzanian major cities. The NAMA seeks the definition of a suitable model to support the implementation of Bus Rapid Transit (BRT) systems across the country. The pilot activities have been identified in Dar es Salaam with the implementation of Bus Rapid Transport (DART-BRT) Phase III and IV and the identification of other potential cities where the BRT system can be implemented.

In order to gain support for the implementation of this NAMA, UNDP is now seeking consultancy services to develop a detailed NAMA Support Project (NSP) proposal on Bus Rapid Transit (BRT)to be submitted to the NAMA Facility during the 5th call. The consultant will work very closely with a Technical Team from UNDP and Ministry of Works, Transport and Communications and The Vice President’s Office (Department of Environment) to finalize the assignment in the shortest time possible, and in a cost-effective manner.
