Moldova — Towards health equity through social accountability, Phase 1 — 2018-2022
The winning bidder develops a subcomponent that is part of a wider program called “Progressing towards Universal Health Coverage in Moldova”. The subcomponent shall cover the program’s interventions related to accountability, helping to achieve the program’s 3 outcomes:
(1) health authorities ensure full and equitable access to health services;
(2) the Mandatory Health Insurance is sustainable and covers the entire nation;
(3) out-of-pockets expenditures of the Moldovan population are reduced to alleviate impoverishing health expenditures. To reach the 3 outcomes, a strong accountability focus is needed. The winning bidder shall therefore ensure the success of the program through helping to increase accountability of the health system towards patients and the general population. It shall propose various interventions and measures that include, amongst others, civil society and the Parliament and that are appropriate to the local context.
