The Kingdom of Eswatini (hereinafter referred to as ‘the Borrower’) has received a loan from the European Investment Bank – EIB (hereinafter referred to as ‘the Bank’) – towards the cost of the Lower Usuthu Smallholder Irrigation Project (LUSIP) II. This International invitation for tenders relates to the contract for construction of the secondary distribution systems and pump stations and roads for contract 1: 2, 826 ha of the Matata Block (Off-takes 1, 2 and 3).

This contract will include:

— construction of secondary distribution systems to serve approximately 2,826 ha of irrigation development within three (3 No ) off-take areas of the Matata Block (Offtake areas 1, 2 and 3),

— works in each off-take area shall consist of pipeline networks with associated booster pump stations, valves and ancillaries and the construction of haulage/service/ access roads.

— the works will include pipeline civil work components, pipeline mechanical and structural components (valves, chambers and ancillaries), pump station mechanical, electrical, control and instrumentation (C&I) and structural components and the construction of gravelled access/service roads running along certain reaches of the secondary distribution pipelines to facilitate construction and later maintenance and permanent access into the irrigation area.

This contract is expected to be implemented from 1.10.2019 to 22.7.2021.

The criteria to be used in the tender evaluation are, in decreasing order of importance:

— general eligibility,

— historical contract non-performance,

— financial situation,

— construction experience,

— personnel,

— contractor"s equipment.

The bid is open to all eligible firms from all countries to participate in the tender.

The bidding documents will be available from 14.6.2019.

A pre-bid meeting shall take place. Non-attendance of the pre-bid meeting will not be a cause for disqualification of a bidder.
