Palestine Power Generation Company PLC (PPGC) is incorporated in Ramallah under the laws of Palestine as a public shareholding company. PPGC is owned by a group of leading Palestinian institutional investors that includes the Palestine Investment Fund (PIF) through its subsidiary Massader, Palestine Development and Investment Company (PADICO), Palestine Telecommunications Group (PALTEL), Arab Bank, Palestine Electricity Company, the Arab Palestinian Investment Company (APIC) and other Palestinian institutional investors.

PPGC is in charge of implementing an autonomous power generation program to meet the electrical energy needs in Palestine by gradually reducing dependence on imported electricity sources. The program will be implemented in different phase(s) and different location in Palestine.

The first phase will be implemented as a pilot project in the North of the West Bank with a capacity ranging from 135 up to 250 MW combined cycle power plant (the Project). It will be undertaken on a build own and operate basis (BOO) as greenfield project.

PPGC would like to pre-qualify competent and qualified international contractors for the first phase and following potential phase(s) of the program that includes the

1) Engineering, procurement and construction (EPC) contractor;

2) Operation and maintenance (O&M) contractor; and

3) Long term servicing (LTS) contractor.

The pre-qualification of potential international EPC, LTS and O&M contractors will be done in accordance with the expression of interest requirements documents and the pre-qualification requirements listed in it. Potential international EPC contractors are required to obtain a copy of the expression of interest requirements document by sending an email to PPGC at (nwbipptender@ppgc.ps).

Potential EPC contractors are invited to express their interest by submitting their own pre-qualification package and the pre-qualification packages for both (1) a competent and qualified international O&M contractor and an LTS contractor who should be the original equipment manufacturer (OEM) of the power train, in accordance with the expression of interest requirements documents.

PPGC at its sole discretion may or may not invite pre-qualified contractors to participate in the invitation to tender for the first phase and/or any subsequent potential phase(s).
