        The Norwegian Parliament will enter into a parallel Framework Agreement with tenderers who can deliver products, (curtains, internal sun screening and accompanying equipment), of solid, but sober standard, high technical and functional quality, timeless design and products that are easy to maintain.

        The aim of the procurement is to establish a parallel Framework Agreement with 3 tenderers who cover the Norwegian Parliament"s need for supplements of curtains and possibly other internal sun screening products for the Norwegian Parliament"s buildings, including the Parliament building, the government block and any other office premises that are added in the Framework Agreement period.

        In addition, the contract will include the delivery of curtains and sun screening products for the Norwegian Parliament"s commuter flats, currently 147 flats located in the centre of Oslo.

        The Norwegian Parliament reserves the right to announce separate contest for deliveries for large new buildings and alterations if the project"s nature and size means that this is the most appropriate solution.

        For further information about the contents of the procurement, please refer to Part 2 of Appendix 1.

        The Norwegian Parliament plans to enter into parallel Framework Agreements with 3 tenderers.

        Call-offs with a value of up to 100 000 NOK excluding VAT will be made to the tenderer who is best ranked in the Framework Agreement. Call-offs with an estimated value above 100 000 NOK will occur by mini contests between the Framework Agreement tenderers.

        Solvency:

        Requirement: tenderers shall have the economic and financial capacity to execute the contract. The credit rating must show that the tenderer is credit worthy without security. Tenderers with a rating lower than this (i.e. not credit worthy or credit worthy with security) will be rejected.

        Documentation requirement: credit worthy, carried out by a certified credit company shall be enclosed with the tender offer. The credit assessment shall be a rating (include a credit rating, part judgement and historical rating). The credit report shall be based on the last known accounting figures. The credit rating shall not be older than 6 months from the tender deadline.

        Possible minimum standard level: the credit rating must show that the tenderer is credit worthy without security.

        Requirement: tenderers must have good experience from equivalent deliveries.

At least 1 reference must be a delivery to a historical project that can be compared to a historical curtain delivery to the Norwegian Parliament.
