        The scope and purpose of the contract

        GIVAS IKS shall extend and modernise the current operations control system (Programmable Logic Controller (PLC) and top system) which shall be used for controlling and monitoring facilities included in GIVAS" area of responsibility. There is a need for entering into a new service and maintenance contract for the operations control system.

        The current operations control system comprises Allen-Bradely PLCs that communicate with a Citect top system. The communication between PLCs, PLCs and the system service is via radio, fibre, cable or mobile broadband (the solution depends on the location and the amount of data).

        GIVAS IKS operates and owns all municipal water and sewage plants in the owner municipalities Kongsvinger, Grue, Eidskog and Nord-Odal. This includes i.a.

        7 elevated water tanks,

        13 sewage treatment plants,

        10 water treatment plants,

        120 sewage pump stations,

        14 booster stations.

        The plants cover a large geographical area of 3 000 km2 (7 times larger than Oslo).

        The contract is subject to sufficient budget resources. The rollout speed varies from year to year, dependent on budgets. The contracting authority expects that the installation and up-grading works will be marginal in the initial agreement period.

        A draft of the tender documentation is attached the prequalification documentation. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.

        The contract period is 8 years due to necessary initial and investments costs for the supplier and the contracting authority, and the contracting authority"s requirement for a reliable operations control during the framework agreement period. Cf. the Public Procurement Regulations §26-1(4).
