Graphic design and printing information material.
The contracting authority shall enter into framework agreements that cover graphic design and printing information material. The competition is divided into 2 lots:
— Lot 1 Graphic design,
— Lot 2 Printing information material.
Each lot will be evaluated separately. Based on this, the contracting authority can end up with 1 or 2 tenderers in the contract period.
Graphic design
Preparation of information to households and others in Trondheim and Klæbu municipalities, including:
— The customer magazine ‘Råstoff’, 3 times per annum. The customer magazine will be based on a ready layout/template, but the topics will vary considerably. (see trv.no/anbud),
— Various brochure material, varying topics (see trv.no/anbud),
— Flyer(s) (see trv.no/anbud),
— Prepared campaigns,
— Individual assignments: E.g. preparation of stickers for containers, advertisements,
— Profiling vehicles,
— Content production for the homepage and social media as required,
— ‘Google-advertisements’,
— Consultancy services as required (e.g. for strategic communication),
— Internal communication.
Enquiries could be made for assignments in addition to the above, but most of our assignments will come under the above description.
Unilateral option for the contracting authority for 1+1 year.
Printing information material
Printing various information material for households in Trondheim and Klæbu municipalities:
— The customer magazine ‘Råstoff’,
— Brochures, e.g. environment station,
— Flyers, e.g. ‘Ut med svartsekk — inn med blanksekk’ and ‘avfallstaxi’ (pressed out),
— Stickers for waste containers and containers (weather resistant),
— Blocks with carbon copies (e.g. receipt blocks) and feedback notes ‘criticism and praise’,
— Paper garden waste sacks with decor — see the profile hand book,
— Various individual assignments.
See the customer magazine ‘Råstoff’ for the minimum quality for printing information material. The contracting authority requests that tenderers ask for a copy of the customer magazine ‘Råstoff’. See www.trv.no/anbud for other examples of printing of information material.
The tenderer will be sent a ready file for the graphic design, but must have the competence to change/edit files in the event of minor change, e.g. changing to the correct month, year, etc. There could be enquiries for assignments in addition to the above.

Qualification Requirement:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation:
— Norwegian tenderers: Company Registration Certificate.
— Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.
Qualification requirements
The tenderer must have the financial capacity to carry out the assignment/comply with the contractual obligations. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity, minimum score AA or equivalent.
Documentation:
— A credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The rating shall be carried out by a credit rating company with licence to carry out this service.
Qualification requirements
Tenderers shall have experience from similar contracts.
Documentation:
— Complete annex 8. A description of the three most relevant equivalent deliveries in the last 3 years. Including information about the value, time and recipient (name, telephone and email). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.
6.4 Quality assurance and environmental management standards.
Qualification requirements
Tenderers are required to have a quality assurance system.
Documentation:
— Documentation of the quality assurance system. An account of the tenderer"s existing routines and documentation that the requirement for a quality assurance system / management system applicable for the assignment is covered. If this is described in the tenderer"s quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.
Qualification requirements
Tenderers are required to have an environmental management system.
Documentation requirement
— Documentation of an environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This shall be documented in writing.
6.5 Sub-suppliers
Qualification requirements
Tenderers shall have a binding cooperation relationship with any sub-suppliers.
Documentation:
Electronic completed ESPD — section II D and a commitment statement.
If a tenderer must rely on another company"s competence or capacity to fulfil a qualification requirement, a separate ESPD form must be enclosed for this sub-supplier.

§ 25-2. Waiting period before the contract is signed.
(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
(2) The waiting period requirement does not apply
a) when the contracting authority does not have an obligation to announce the competition, jf. § 13-3 og § 13-4,
b) when the chosen tenderer is the only affected tenderer,
c) when the contracting authority awards contracts under a framework agreement,
d) when the contracting authority awards contracts under a dynamic purchase system.
