New Zealand Government Procurement (NZGP) intends to launch an All of Government (AoG) solution for construction consultancy services soon. The scope of services for this AoG contract will
cover 11 services categories, and approximately 90-100 sub-service disciplines. The full list of service categories and disciplines is attached.
The new AoG solution will use a new channel within the Department of Internal Affairs (DIA) digital marketplace for consultancy and professional services that will come into effect over the
next few months. The Marketplace is an online market that makes it easier for government to buy and suppliers to sell services. See
DIA have designed and are working to deliver the new service channel within their online Marketplace. MBIE has worked with a reference group of government agencies and industry representative
bodies to identify the benefits using an online marketplace could offer, and have provided input into the development of the new channel.
The new services channel being used for construction consultancy services will allow government agencies to search, compare, and filter available services within the Marketplace using supplier
credentials and service features.
Based on this exercise, agencies will be able to select which suppliers to engage with directly or through a secondary procurement process.
DIA have co-designed the services channel to provide the core functionality expected of likely users. MBIE will pilot the solution for the construction consultancy panel. During the pilot we
will request feedback on the function and usability of the solution from users to inform what future enhancements are required to maximise the benefit of the digital solution for both agencies
and providers.
Next steps:
When DIA provide the services channel to NZGP in a testing environment, we intend to demonstrate the solution, especially the search, filter, results display and reporting functionality to our
sector reference group. We will use that demonstration session to agree the most appropriate way for suppliers to demonstrate their capability in the service categories they nominate, and what
performance information should be gathered and displayed following completion of each engagement.
We expect shortly after that workshop, NZGP can complete the last of the supplier on-boarding requirements and open the construction consultancy channel for suppliers to join this AoG panel.
