1. This Invitation for Tenders follows the General Procurement Notice no. 8857-GPN-41442 for this project which was published on the EBRD website, Procurement Notices (
) on October 20th, 2017.2. The Ministry of Transport and Road Infrastructure represented by the State Road Administration, hereinafter referred to as “the Employer”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Completion of Rehabilitation works on M3 Chisinau-Giurgiulesti Road, km 96+800 to km 151+200.
3. Thus, the Employer invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan:
• RSP/W10/01: “Completion of rehabilitation works on M3 Chisinau-Giurgiulesti Road, km 96+800 to km 151+200”
The M3 corridor connects Chisinau, the Capital of Moldova, with Giurgiulesti in the very south of Moldova.
The Contract comprises the section of M3 Road from Municipality of Comrat (km 96+800) to the south of Svetlii village at km 122+800 to km 151+200 at Ciumai village.
The works include the completion of earthworks, asphalt works, road markings, signs, sidewalks, bridges, drainage facilities, minor intersections, roundabout, shoulders, bus stops, guardrails, landscaping, external lighting and removal of underground communication cable.
4. Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
5. The Contract shall be for a period of 12 months (followed by 12 months for the defects notification period).
6. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria specified in the table below:

Annual turnover (defined as annual earnings, expressed in its equivalent of a defined currency) as a contractor over the last 5 years; EURO 10 million equivalent;
The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, taking into account the applicant"s commitments for other contracts; Cash flow amount not less than EURO 2.5 million equivalent;
Experience in the role of Contractor, in at least 2 (two) contracts within the last 5 (five) years, that have been successfully and substantially completed and that are similar to the proposed works, each with a value of at least; EURO 5 million equivalent.
7. In order to receive any amendments or clarifications to the Tender Documents, tenderers should register by completing the Registration Form available at website of the Employer:

Completed Registration Form shall be submitted to Employer’s Project Officer via fax or email provided below. Registration will be completed when a potential Tenderer receives a registration number from the Employer. The potential Tenderer may elect on the Registration Form to receive the Tender Documents, or any amendments or clarifications to the Tender Documents, in the following manner:
(i) free of charge via e-mail on submission of a request at the address below, and
(ii) free of charge in electronic format at the address below.
8. All tenders must be accompanied by a tender security of EUR 145,000, or its equivalent in a convertible currency.
9. Tenders must be delivered to the office at the address below on or before 10.00 a.m. local time, December 12, 2017, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
