This Invitation for Prequalification follows the General Procurement Notice nr. 8166-GPN-45094 for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/work-with-us/procurement/p-pn-160205b.html) on February 05, 2016.

The State Road Administration, hereinafter referred to as “the Client”, intends using part of the financing from the European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB) and from a grant from the EU NIF managed by the EBRD, towards the cost of RSP/W9/Construction works.

The Client intends prequalifying firms and consortia to tender for the following contracts, hereinafter referred to as “the Contracts”, to be funded from part of the proceeds of the loans/grant:

• Contract RSP/W9/02: “Construction of M3 Porumbrei – Cimişlia road, km 0+000 – km 19+010” (Financed by EIB)
• Contract RSP/W9/03: “Construction of M3 Comrat bypass, km 0+000 – km 18+263” (Financed by EIB)
• Contract RSP/W9/04: “Construction of M3 Vulcanesti Bypass km 0+000 – km 8+580” (Financed by EU NIF managed by the EBRD)
• Contract RSP/W9/05: “Construction of M3 Slobozia Mare Bypass, km 0+000 - km 18+290” (Financed by EBRD)

Contract RSP/W9/02: The Project is represented by a new construction from km 34+357 of M3 Road to Cimislia junction with R3 Road, located at km 19+010 north of Cimislia. This road sector is designed as a Category Ib Road according to SNiP 02/05/02 – 85, 4-lane road (two lanes each direction). The road construction process is divided into phases. The first phase of the project has been considered in this tender procedure and will include the following main works: embankment on the entire width of road, drainage system, pavement for 2 lane and protection of the remaining embankments, construction and rehabilitation of bridges on the entire width of the Road. At km 1 + 100, at the junction with L580 Mihailovca – Sagaidac – Valea Perjei Road, there is a grade separated interchange, which was built only partially. At km 11 + 650, where the road intersects the L 582 Gradiste – Costangalia Road there is a grade separated interchange. At km 19 + 000, at the junction with R3 Road there is also a grade separated interchange.

Contract RSP/W9/03: The Comrat bypass will begin at km 77+015 of M3 Road north of the Comrat town and will be connected at km 96+800 with M3 Road south of the town Comrat. The length of bypass is 18.26 km, and it consists of a 2 lane road of a 3.75 m lane width and shoulders of 2.75 m width on each side.

The Comrat bypass will consist in the rehabilitation of 3 sections. The first section will begin at km 77+015 of M3 Road with corresponding km 0+000 of bypass by km 8+750 where it is connected with the existing road R35, and at km 1+800 the road will intersect the railway. The second section is overlapping with R35 Basarabeasca – Comrat Road from km 8+750 by km 13+586. The last section is overlapping with existing section M3.1 Road by intersecting with R37 Ceadir Lunga – Comrat – Cantemir Road and crosses the river Ialpug.

Contract RSP/W9/04: Vulcanesti bypass from km 171+290 and km 179+650 of the M3 Chisinau - Giurgiulesti Road is a new alignment for a length of about 8.58 km, to the east and south Vulcanesti.

The works to be carried out include the construction of new embankments, construction of new road pavement and recycling of existing pavement, construction of one bridge with length 43m and width 13m, construction of pipe and box culverts, construction of drainage facilities.

Contract RSP/W9/05: This road comprises the new construction of the Slobozia Mare bypass including an interchange at its end to connect with the existing M3 road. Length of bypass is 18.29 km of a 2 lane road of a 3.50 m lane width and shoulders of 2.50 m width on each side.

The works to be carried out include the construction of new embankments, the construction of new road pavement, construction of pipe and box culverts, construction of drainage facilities, rain water basins and 2 roundabouts.

The planned Time for Completion for each contract is 36 months with 12 months Defects Notification Period.

Tendering for all four contracts will be carried out at the same time. The procurement will be performed through separate open tendering procedures and with one prequalification procedure as defined in EBRD’s Procurement Policies and Rules.

Prequalification and tendering for contracts to be financed with the proceeds of a loan/grant from the Bank/s is open to firms and joint ventures of firms from any country.

The Prequalification is open to all eligible Applicants who, in order to receive any amendments or clarifications to the Prequalification Documents, should register by completing the Registration Form available at website of the Employer http://files.asd.md/Procurement/works/Registration_Form_W9_02_05.pdf. Completed Registration Form shall be submitted to Employer’s Project Officer via email provided below. Registration will be completed when a potential Applicant receives a registration number from the Employer. Potential Applicant may elect on the Registration Form to receive the Prequalification Documents, or any amendments or clarifications to the Prequalification Documents, in the following manner:

• free of charge via e-mail on submission of a request at the address below, and
• free of charge in electronic format at the address below.

The prequalification documents 2 (two) hard copies (one original and one copy) and 1 (one) electronic copy on CD-ROM or on memory stick must be duly completed and delivered to the address below, on or before August 07, 2017 at 10:00 a.m. (local time). Documents which are received late may be rejected and returned unopened.
