International Consultant for Developing the Joint Work Plan and Monitoring & Evaluation Framework of the Mauritius Strategic Partnership Framework 2019-2023

Background

The Government of the Republic of Mauritius and the UN Country Team recently signed a Strategic Partnership Framework (SPF) 2019-2023. The SPF is an agreement to jointly collaborate and contribute to six strategic areas and related outcomes, fully aligned to Mauritius’ national priorities, the SDGs, the SAMOA Pathway and other related regional and international obligations

The six strategic areas are:

• Transforming the business sector to include policy that promotes innovation and productivity in traditional and new sectors,
• Comprehensive approach to population ageing and its effect on economic growth, health and the labour market,
• Sustainable resource management of the marine sector along with emphasis on the diversification and job creation,
• Development of education and training services to offer higher quality, inclusive services,
• The strengthening of social protection to reach the most vulnerable, and enhancement to the socio-economic empowerment of women, and
• Improvement of both policy and community action to promote climate and disaster resilience, alongside incentives to transition into renewable energy.

The RC Office is therefore looking for a Consultant to develop the Joint Work Plan and Monitoring & Evaluation Framework of the Mauritius SPF 2019-2023

Objective and Scope
The key objective of this consultancy is to elaborate a comprehensive Joint workplan of the SPF and a monitoring and evaluation plan that can be employed to credibly quantify and measure the contributions made by the UNCT by way of implementing SPF in Mauritius towards achieving the national goals and priorities.

Specific objectives are to:

• Elaborate joint workplan for the SPF
• Develop a comprehensive monitoring and evaluation framework, M&E plan 2019-2023 to effectively monitor the implementation of the framework.

Expected Outputs and Deliverables
The consultant is expected to deliver the following:

• An Inception Report including detailed information on how the work will be carried out:
• A joint workplan for the SPF
• A comprehensive monitoring and evaluation framework for the SPF including
• clear quantitative and qualitative SMART indicators, suggestions for baselines, milestones, means of verification and any other parameters deemed necessary.
• M&E guidelines for the M&E framework.

Institutional Arrangement
The Consultant will work closely with UNCT and the RC Office and participate in follow-up meetings. The Consultant will also work with the National counterparts on delivering key results and any other tasks falling within the ambit of the terms of reference.

Duration of the work
The assignment will be for a maximum of 20 working days from 1 February to 31 March 2020.
