Project ID 00104411/Award ID - 00102319 - Inclusive Development and Public Sector Efficiency International Consultancy for the Conceptualisation of an Observatory on Gender Based Violence in Mauritius Background Gender-based violence (GBV) cuts across societies, classes, races, religions and ethnicities, affecting an estimated one in three women in the course of her lifetime. It is a pervasive phenomenon common in developing and developed countries alike. Violence against women manifests itself in multiple behaviours including rape, sexual coercion, incest, honour killings, female genital mutilation, acid burnings, stalking and trafficking. Perpetrators of violence against women can be intimate partners, family members, members of the community or strangers. The Government of Mauritius has identified gender equality through mainstreaming as one of its top ten priorities in its three-year Strategic Plan entitled “Pursuing our Transformative Journey”. In the light of its priorities, Government, through the Lead Gender Agency, namely the Ministry of Gender Equality, Child Development and Family Welfare (MGECDFW) will be rolling out a domestic violence perpetrator rehabilitation programme as from March 2019. Furthermore, at the highest level of decision making, the importance of having evidence-based information, gender disaggregated data and up-to-date, readily available information on the status of gender based violence in Mauritius has been coined as being a vital aspect for informed policy making and monitoring and evaluation. Subsequently, as per its Strategic Plan, the Government is proceeding with the setting up of an Observatory on Gender Based Violence in Mauritius. The setting up of the Observatory is hence seen as a logical progression to strengthen the data collection base on gender based violence in Mauritius. Despite having implemented a number of policies and action plans to address the problem, there are no visible results. Due to lack of baseline indicators, no comparison is possible for monitoring and evaluation purposes to identify gaps in policy/ programme implementation, with a view to achieving the target of “eliminating all forms of violence against all women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation” of SDG 5. The setting up of an Observatory will lead to harmonised data collection for informed policy making and monitoring and evaluation of initiatives on gender based violence. Furthermore, it is expected that the Observatory would act as an advisory platform made up of representatives from both the public institutions and the civil society involved in the fight against GBV. It is proposed for the forthcoming body to be of an advisory nature in order to set up a holistic and transparent mechanism to strengthen collaboration and understanding of the actions carried out in matters related to care for victims; analyse the evolution of GBV in Mauritius and subsequently guide future public policies to eradicate this serious social problem which constitutes the worst example of the inequality suffered by women. It will also have the capacity to make urgent progress in the integration of the data of the different organisations’ registers already in existence, thus improving their operation and complementing them with the results which can be provided by the sociological research mechanisms at more disaggregated levels and in more details.
