NATURAL RESOURCES MANAGEMENT EXPERT ___________________________________________________________________ Duration of Contract: January 2020 – June 2020 Expected Start Date: January 2020 Project/Program Title: Reducing Vulnerability from Climate Change in Foothills, Lowlands and Senqu River Basin. Duty Station: Office based with frequent trips to the project site in Mohale’s Hoek. BACKGROUND Climate change – including rising temperatures and a greater frequency of droughts and extreme rain events – is negatively affecting local communities living in rural parts of Lesotho. In an effort to address some of the negative effects, the Lesotho UNDP Country Office and the the Ministry of Forestry, Range and Soil Conservation (MFRSC) of the Government of Lesotho are jointly implementing a five-year (2015-2020) GEF-financed project titled, “Reducing vulnerability from climate change in Foothills, lower Lowlands and Senqu River”. The objective of the project is to mainstream climate risk considerations into the Land Rehabilitation Programme of Lesotho for improved ecosystem resilience and reduced vulnerability of livelihoods to climate shocks. The technical staff of the MFRSC and relevant departments of line ministries, land managers and communities are receiving different forms of training on climate change adaptation, climate science and planning, implementation, monitoring, evaluation and management of ecosystems. There is also a socio-economic unit (SEU), that has been established whose role is to consider social capital issues in the selection of interventions for the project. As part strengthening the SEU, UNDP Lesotho is planning to engage an international consultant to build its capacity on Cost Benefit Analysis (CBA), Cost Effective Analysis (CEA), planning and M&E of project interventions, and provision of mentorship and support to SEU field missions. The national expert will be expected to work closely with the Socio-Economic lead consultant and will be expected to provide expertise and support on technical natural resources issues throughout the assignment. |
