Payment Clearing House establishment support.

The payments system provides a foundational infrastructure which is increasingly set to drive the future of retail finance in Kenya. All retail financial services necessarily ride on the rails of the payment system to some degree. The impact of payment system related transaction costs is usually especially significant in relation to the relatively small-sized transactions in which low-income households are engaged. From a supply-side perspective, who can participate in the payments system and on what terms has significant implications for competition and the long-term evolution of the market.
After several studies on the payments industry in Kenya, one of the key principles that was identified as part of the larger National Payments System framework was the need to create a Payments System Management Body (PSMB). In 2014, a steering committee was setup with representatives from payment industry players in Kenya including banks, card schemes, payment aggregators, switches and mobile money operators. A legal firm was also engaged to draft the constitution and other legal documents for the PSMB. The PSMB has now been formed and registered under the name, Payments Association of Kenya (PAK). PAK is a specialised legal entity that will oversee risks and enforce rules among all payment service providers. It will be recognized by the Central Bank of Kenya (CBK) under the NPS Act as a regulatory body with delegated authority. PAK membership will constitute all banks and non-banks and will feature a Governing Council appointed by its members on an agreed basis, with the CBK acting as an observer at meetings. The PAK"s executive office will manage the entity"s day-to-day business activities that will include establishing a legal framework and managing the operational issues of the individual Payment Clearing Houses (PCHs).
FSD Kenya established a project to support the wider development of Kenya"s payments platform as a part of its digital financial inclusion strategy. A core component of this project involves providing support to the industry players in the formation of the PAK. Given FSD"s mandate, there is a special concern to ensure that the financial sector policy objectives relating to improving financial inclusion in Kenya are accomplished. The development of the project will benefit significantly by effectively applying appropriate tools and techniques from other contexts and drawing on the lessons from international experience. A technical adviser is required to provide expertise in the operationalization of the first 2 PCHs which have been identified as the Card Payments PCH and the Person-to-Person (P2P) PCH.
a) Extensive experience relating to the establishment and operationalisation of a Payments Clearing House; b) Solid understanding of the Kenya payments and regulatory landscape; c) Strong business and risk analysis capabilities.

Expressions of interest (EoIs) must include a capability statement of no more than six (6) A4 pages, which shows evidence of relevant skills and experience in providing the services required under this contract notice. Abridged CVs of key personnel only, each of not more than three (3) pages in length, should also be included. These CVs can be submitted in addition to the six-page capability statement. Expressions of interest should be submitted to the address at Section 1, preferably by e-mail by 11.9.2017, 16:00 EAT. Following assessment of EoIs, FSD Kenya will invite short-listed applicants to submit full technical and financial proposals. An initial contract period of 6 months commencing 13.11.2017 is envisaged.
