INVITATION FOR TENDERS

Delivery of maintenance and operation support - machinery and equipment

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 7 December, 2016.

Republic State Enterprise "KazVodKhoz" hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the Bank towards the cost of the South Kazakhstan Water Supply Project.

The Purchaser now invites sealed tenders from Suppliers for the following Contracts to be funded from part of the proceeds of the loan:

SKIP-G01, Delivery of maintenance and operation support - machinery and equipment, including:

Lot 1 – Construction machinery (Truck cranes 4pcs, Crawler excavators 19pcs, Bulldozers 7pcs, Front loader 1pc, Welding machines 4pcs, Road Roller 1pc);

Lot 2 - Automotive machinery (Truck tractors 5pcs, Heavy-duty trailed equipment (trawls) 5pcs, Cargo dump trucks 12pcs).

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria:

• Tenderers shall meet the eligibility requirements: no conflicts of interests, not having been declared ineligible by the Bank, compliance with requirements of tender documents for government owned entity if a tenderer is owned by the government, not having been excluded as a result of the Borrower’s country laws or by an act of compliance with UN Security Council resolution.
• In the case of a tenderer offering to supply goods under the Contract which the tenderer does not manufacture, the tenderer has been duly authorised by the goods’ manufacturer to supply the goods in the Purchaser’s country in accordance with the requirements of the Tender documents.
• Non-performance of a contract did not occur within the last 3 (three) years, based on all information on fully settled disputes or litigation. All pending litigation shall in total not represent more than 20% (twenty percent) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer. The Tenderer must not have a tax debt in the Purchaser’s country and/or in the country of its registration;
• Tenderer shall submit audited balance sheets or other financial statements acceptable to the Purchaser, for the last 3 (three) years to demonstrate the current soundness of the Tenderer’s financial position, showing long-term profitability;
• Minimum average annual turnover of: Lot 1 - 3,000,000,000 (three billion) KZT; Lot 2 - 900,000,000 (nine hundred million) KZT or its equivalent, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years. In case a Tenderer submits its Tender for several lots the required annual turnovers are summarized.
• Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet production cash flow for the contract estimated as not less than 80 per cent of the planned contract amount, taking into account the Tenderer"s commitments for other contracts;
• Tenderer shall have a successful general experience as a Supplier in at least 3 contracts within the last 5 years, each with a value of at least 80% of proposed price by lots, and that are similar to the proposed Goods;
• The Tenderer or its agent must be authorized by manufacturer and will be able to carry out the supplier’s maintenance, repair and spare parts stocking obligations in the Purchaser’s country.
• The manufacturer shall have the general experience as manufacturer of proposed Goods for not less than 5 years including not less than 3 years’ experience as manufacturer of the models defined in the Tender; the manufacturer must have a certificate of quality management system (ISO 9000, or its equivalent).

Upon receipt of request from a Tenderer, the documents will be promptly dispatched by courier; however, no liability can be accepted for loss or late delivery. If requested, the documents can also be dispatched electronically. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a Tender Security, namely:

Lot 1 - 24,000,000 (twenty four million) KZT or its equivalent in a convertible currency;

Lot 2 - 7,000,000 (seven million) KZT or its equivalent in a convertible currency.

In case a Tender is submitted for several lots the amounts of Tender Securities are summarized.

Tenders must be delivered to the office at the address below on or before 21 November, 2017, 15:00 hrs local time, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
