This Invitation for Tenders follows the General Procurement Notice 8077-GPN-47570 for this project which was published on 19 November 2015 and updated on 29 November 2016 on the web site of the European Bank for Reconstruction and Development - www.ebrd.com.
Joint Stock Company “Akbulak” hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Aktobe Water Project.
The Purchaser now invites sealed tenders from the suppliers for the following contract: Procurement of bulk and building level water meters and related services (including installation), to be funded from part of the proceeds of the loan.
The Project is implemented on the territory of Aktobe City, the Republic of Kazakhstan.
Tenders are invited for one lot. The estimated completion time under the contract is 14 months.
Tendering for contracts to be financed with the proceeds of a loan from the Bank and from the GOK is open to firms from any country. The proceeds of the Bank"s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
To be qualified for the award of the contract, tenderers must satisfy the following requirements:
(a) Experience as Supplier, in at least 3 (three) contracts within the last 5 years, that have been successfully and substantially completed and that are similar to the proposed Goods.
(b) Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 3 (three) years of not less than: KZT 680 (six hundred eighty) million, or equivalent;
(c) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow estimated as not less than: KZT 113 (one hundred and thirteen) mln, or equivalent, taking into account the Tenderer"s commitments for other contracts.
The tender documents may be obtained free of charge from the office at the address below upon a written request.
Upon the written request the tender documents may be collected from the office at the address given below or the documents will be promptly sent by e-mail to the address, indicated in the written request, but no liability can be accepted for loss or late delivery.
All tenders must be accompanied by a tender security in the amount not less than: KZT 11 (eleven) mln, or equivalent in convertible currency.
Tenders must be delivered to the office at the address below on or before 14:00 (local time) 05 June 2017, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
