Assignment Description:

To address the issue of limited water resources, the Government of Hashemite Kingdom of Jordan has requested financing from the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) for the construction of a new, duplicate 30,4 kilometre long wastewater conveyor pip from Ain Ghazal Pre-Treatment Plant (“AGTP”) to As-Samra Wastewater Treatment Plant (“As Samra WWTP”) to accommodate the increasing wastewater flows, avoid potential serious environmental pollution and provide service resilience (the “Project”). In addition, measures will include the expansion, upgrade and refurbishment of the existing AGTP pre-treatment facilities. The Water Authority of Jordan (“WAJ” or the “Client”) intends to engage a consulting company (the “Consultant”) to assist WAJ in the procurement and tendering procedures as well as in project supervision, health and safety, and Environmental and Social Action Plan (“ESAP”). In addition the supporting the implementation of the project, the consultant will play a key role in helping the enhance implementation capacity within WAJ.

The overall objective of the assignment is to support timely and successful implementation of the Project by carrying out the following tasks in relation to the Project components as detailed in the Loan Agreement:

(i) prepare tender documents for the wastewater pipeline and related infrastructure;

(ii) facilitate the timely and effective procurement of the Project components by rendering assistance to WAJ in preparation of requirements and technical specifications and evaluation of tenders; and

(iii) assist WAJ with construction supervision.

The Consultant shall ensure that WAJ have access to best practices and international best standards and that, as a minimum, designs fully comply with the Jordanian construction norms, the requirements defined in the Environmental and social action plan (“ESAP”) and the EBRD Performance requirements.

Selection Process: Single-stage open competitive selection.

Status: Interested firms or groups of firms are invited to submit a Technical and financial proposal.

Assignment start date and duration: The Assignment is expected to start in Q4 2018 and has an estimated overall duration of 30 months.

Cost estimate for the assignment: 1 150 000 USD (exclusive of VAT). Subject to availability of funding, the performance of the selected consultant and the specific needs of the Client the assignment may be extended beyond the current scope.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by EBRD Shareholder Special Fund — Community resilience. Selection and contracting is subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant"s country of origin. Consultant profile: Corporate services are required. The Consultant shall be a firm or a group of firms with previous project experience related to water and wastewater infrastructure projects, procured under financing arrangements with government agencies or international financial institutions (IFIs). The Consultant is expected to have previous project experience in the SEMED region on similar projects and have an excellent knowledge of the public infrastructure internationally and in the region, and understanding of national design requirements.

Submission Requirements: In order to determine the capability and experience of consultants seeking to be selected, the Consultant shall submit a Response in accordance with the Consultancy procurement document (CPD) below.

Important Notes:

(1) The selection will normally be made from the Proposals received in response to this notification only, on the basis of the selection criteria set out in the CPD. The highest-ranked Consultant will be selected and be invited to negotiate the contract, subject to availability of funding.

(2) Any updates of and clarifications on this procurement notice and/or the CPD shall be announced as updates to this notice, without any other notification. In the event of changes to the CPD, consultants will need to download the updated version of the CPD. Consultants are required to periodically check the notice for updates. Failure to take the updates into account while preparing the Proposal may result in disqualification or penalties to the scores in the evaluation.

(3) Due to the nature of the assignment, it is mandatory that the Consultants comply with The Jordanian Engineers’ Association Law Nº (15) for the year 1972 (the “Law”). This includes the requirement that any Jordanian or foreign engineering firm has to be registered with the Jordanian Engineers Association. In particular, it is required by the Law that a foreign engineering firm must execute their contractual work in Jordan in co-partnership with a Jordanian engineering offices or company by virtue of a contract (Article 22 (E) of the Law). Furthermore, as per Appendix (1) of the Qualification Instructions for Engineering Offices and its amendments for the Year 2006 issued in accordance with Article Nº 4 of the Government Works Bylaw Nº 71 for the year 1986 and its amendment (latest version 2012), it is required that the Consultants include a Grade A Water/Wastewater engineer in their team of proposed experts.
