1. This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 6.12.2016 and updated on 9.4.2018.
2. Greater Amman Municipality (GAM) hereinafter referred to as “the Purchaser”, intends using part of the proceeds of a loan from the Bank towards the cost of GAM Solid Waste Crisis Response Programme 8619-GPN-47981.
3. The Purchaser now invites sealed tenders from Suppliers for the following Contract to be funded from part of the proceeds of the loan:
— supply of the Workshop equipment,
— stationary air compressor,
— 300 kVA generator,
— 3 phase welding machine,
— 50 ton Hydraulic bottle jack,
— 10 ton Hydraulic garage jack,
— 20 ton Ratchet Steel jack,
— 12 ton Stand,
— 2 ton Hydraulic garage crane,
— 1 ton Transmission jack,
— Sets of hand tools (complete set),
— set of PM tools (filter change tools, oil drain tools, greasing pump, washing area, pressure and steam washer, mobile steam washer…),
— towing machine set (in case of a stuck at site machine),
— indoor stationary disassembly and Assembly benches equipped with vice grips,
— set of arranged shelves for storage of spare parts,
— pairs of lift stands,
— lifting slings,
— kidney loop filtration system,
— set of typical machining devices,
— set of Pressure gauges.
4. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.
5. To be qualified for the award of a Contract, Tenderers must substantially satisfy the following minimum criteria:
1) Historical non-performance:
Non-performance of a contract did not occur within the last 5 years prior to the deadline for application submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is 1 that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the tenderer have been exhausted.
All pending litigation shall in total not represent more than ten per cent (10%) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.
2) Financial situation:
Submission of audited balance sheets, or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Employer, for the last 5 years to demonstrate the current soundness of the Tenderer’s financial position and its prospective long term profitability. As a minimum, a tenderer’s net worth calculated as the difference between total assets and total liabilities should be positive.
3) Average annual turnover:
Minimum average annual turnover of 163 000 JOD calculated as total certified payments received for contracts in progress or completed, within the last 5 years.
4) Financial Resources:
The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of 65 000 JOD.
5) Experience:
Experience as Contractor in at least three (3) contracts within the last five (5) years. The aggregate value of the contracts shall be of at least 55 000 JOD, that have been successfully and substantially completed and that are similar to the proposed Goods.
The tender documents are available electronically, on a free of charge basis.
6. All tenders must be accompanied by a tender security of 2 000 JOD or its equivalent in a convertible currency.
7. Tenders must be delivered to the office at the address below on or before 12:00 noon 2.7.2018, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
