Any request for clarification must be sent by electronic communication to Ms. Gomes, and to Mr. Madi will respond by electronic email and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all applicants.Description of the assignment: The consultancy will be forward-looking and projected to identify and optimal trajectory for the evolution and consolidation of the decentralization process and its implementation in Jordan. To build ownership and knowledge within the national and local institutions, the scoping mission is conceived as an active learning process requiring the constant involvement of key stakeholders. For this purpose, the scoping mission will be conducted by a team in continuous dialogue with key staff, and in further consultation with selected strategic partners at national and local level. This should allow the consultancy to come up with pertinent recommendations regarding the formulation of the Decentralization National Strategy and its implementation. Background Jordan’s administrative system has been characterised by a high degree of centralisation to the extent that decision-making process on local planning and development has tended to have been directed by central government. There has been popular and high-level political support for defining a new decentralised approach towards government, decision-making and development planning. This shift is coherent with national development priorities, such as those articulated in the Jordan 2025: National Vision and Strategy. The adoption in 2015 of a new legislative framework for decentralisation – including the Decentralisation Law (which establishes the role and responsibilities of Governorate Councils) and the Municipality Law (which defines the role of Municipal Mayors, Municipal Councils and Local Councils) – was an important first step towards that new approach, and provides a basis for elected sub-national councils to take a key role in identifying and developing citizens’ local needs in terms of public services and infrastructure. Elections to those councils were successfully held in August 2017, and the councils have now taken office and started work. With financial support from the European Union, UNDP has established the Decentralization and Local Development Support Programme (DLDSP) to provide support to the Government of Jordan, and the Ministry of Interior, to effectively manage and guide the implementation of decentralization reform through the application of the Decentralization and Municipalities laws of 2015 by the elected Governorate and Municipal councils. The DLDSP will operate through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA), working under the umbrella and the guidance of the Inter-Ministerial Committee for Decentralization and its Executive Committee, which is composed of the MOI, MOMA, the Ministry of Planning and International Cooperation (MOPIC), the Ministry of Political and Parliamentary Affairs (MOPPA), the Ministry of Finance (MPF), the Ministry of Public Sector Development (MPSD) and the Ministry of ICT Development. The DLDSP seeks to achieve three results: Result 1: The policy, legislative and regulatory framework pertaining to decentralization has been adopted Result 2: Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened; Result 3: Participatory Development Plans have been properly elaborated at Governorate level through strengthened dialogue with Non-State Actors and increased citizens’ participation (including identification of local productive projects to be established). The DLDSP has a full-time Programme Support Team (PST) that provides high level technical and administrative support to the MOI/MOMA and to the programme’s implementation. The PST works closely with designated Decentralization Support Teams (DST) from MOI and MOMA to perform their functions and in the implementation of activities. The Programme also recruits specialized short-term technical offerors to provide in-depth knowledge in specific areas of focus to support the various tracks of activity to be launched by the Programme who will be coupled with the DSTs to contribute to building their capacities, to ensure sustainability and institutionalization of capacity at both ministries and to backstop the implementation of the reform in the longer-term. Following the August 2017 elections, and following the recommendations of the mapping assignment and the benchmarking of the sub-national system , the focus of the DLDSP will include supporting the development and refinement of a comprehensive national decentralization strategy to guide the work of central, deconcentrated and the elected bodies within the local governance system in Jordan.“The Development of a Multi-Partner Action Plan to Support the Development of the Local Government System”- Ministry of Interior and UNDP- 2017 “The Benchmarking the State of Development of the Sub- National System”- Ministry of Interior and UNDP-2017.
