Short description 6952 - Independent Audit of Safety Management Systems Detailed description Iarnród Éireann is the publically owned rail transport company of Ireland with responsibility for the upkeep and development of national rail network along with the provision of Intercity and Commuter rail passenger services, freight services and the management of Rosslare Europort The company is organised into two delivery functions, an Infrastructure Manager (IM) and a Railway Undertaking (RU), in compliance with relevant European Union (EU) Directives The Company now has a requirement to independently audit its Safety Management Systems (SMSs) for compliance with the Railway Safety Act (2005). It also wants to develop its SMSs as enabling management tools that support the organisation in leading change and are reflective of best practice in rail and other high hazard industries. This Invitation to Tender seeks to hear from consultants that are qualified and interesting in being considered to meet this requirement. Independent audit of SMS Safety Authorisation (IM) and Safety Certification (RU) were issued by the Commissioner of Railway Regulation to Iarnród Éireann in March 2013. These are due for renewal in 2018. There is a requirement for Iarnród Éireann, in accordance with Section 50 of the Railway Safety Act 2005 (Railway Safety Act), to independently audit its Safety Management System before the fourth anniversary of its acceptance by the Commission for Railway Regulation. The fourth anniversary of the Safety Authorisation (IM) and Safety Certificates (RU) is on the 25th March 2017. The requirement is to now select a suitably qualified person to carry out this audit of both the IM and RU Safety Management Systems.
