Project Description:
In most regions of the world the number of road traffic fatalities and injuries is increasing. As a result over the past seven years The European Bank for Reconstruction and Development’s (the “EBRD” or the “Bank”) focus towards Road Safety has gained significant impetus. This has mainly been driven by the Banks commitment to support the UN Decade of Action for Road Safety (2010-2020), the Sustainable Development Goals 3 and 11 (SDGs), and provisions within the EBRD Environmental and Social Policy and Transport Strategy.
A Road Safety Benchmarking assignment for the Balkans Region was undertaken by the Bank in 2017 and this highlighted that several Countries in the Region lacked significant capacity under all the Pillars of road safety as highlighted in the UN Decade for Action and in particular Pillar One, Road Safety Management and Pillar Two, Safer Roads. Kosovo was identified as one of Countries in the Region that requires assistance with capacity building in those specific areas.
The Bank has extended a sovereign loan of up to EUR 71 million to Kosovo to co-finance the construction of a new highway section approximately 31 km in length between Kijeve near the capital Pristina and Zahaq near the city of Peje in eastern Kosovo (the “Project”). The entity responsible for implementing the Project will be the Ministry of Infrastructure (the “Ministry”).
Assignment Description:
As part of this Project the Bank now requires a consultant (the “Consultant”) to provide assistance with strengthening the Client Road Safety Management Capacity Development as well as supporting the development of Road Safety Audit legislation/certification (the “Assignment”) in Kosovo. In addition, the Consultant will be required to undertake a review of the existing crash database system in operation within Kosovo and identify areas for improvement.
The Consultant will be expected to undertake the following tasks in order to address each of the aforementioned Assignment components:
a) Review the existing Road Safety Strategy and Action Plans produced in 2015 and evaluate their progress. The existing Road Safety Strategy and Action Plans should be updated to reflect any changes in road safety capacity within Government Agencies. The consultant will fully consult with all relevant stakeholders to ensure any changes to the Strategy and Action Plan are fully endorsed.
b) Address Road Safety Legislation for Road Safety Audits by developing appropriate legislation to transpose the EU Directive 2008/96 relating to road safety audit. The Consultant will also assist the Ministry with establishing a structure for managing the road safety audit process. In order to provide a sustainable solution, the Consultant will investigate engaging educational establishments to provide future training and certification of auditors.
c) In order to Certify Road Safety Auditors the Consultant will firstly establish the Issuing Agency for certifying Road Safety Auditors in Kosovo. The Consultant will then develop an appropriate curriculum for Road Safety audit training that will be used as the minimum standards to gain certification in Kosovo. Subsequently the Consultant with undertake audit training and certify at least five road safety auditors under the new Road Safety Certified system and regulations of the Republic of Kosovo. The Consultant will also be expected to provide additional “train the trainer” courses and transfer of training materials to ensure sufficient internal capacity for future certification courses.
d) The Consultant will undertake a review of the existing crash database system and provide recommendations for improvement. The Consultant will also review how crash data is currently used for black spot programs and how these processes could be improved including identifying potential funding streams.
Throughout this process the Consultant shall report to the Ministry of Infrastructure. The Consultant shall also work closely with the EBRD’s Operation Leader throughout the duration of the assignment.
The Consultant shall produce the following deliverables:
Status of Selection Process:
Interested firms or group of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration:
The Assignment is expected to start in H2 2018 and has an estimated overall duration of 18 months.
Cost Estimate for the Assignment: EUR 300,000 (exclusive of VAT).
Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client, the Assignment may be extended beyond the current scope.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source:
It is anticipated that the contract will be financed through the EBRD Shareholder Special Fund. Selection and contracting is subject to the availability of funding.
Eligibility:
There are no eligibility criteria.
Consultant Profile:
Corporate services are required. The Consultant will be a firm, or consortium of firms, with previous experience in the provision of road safety capacity building for clients in comparable locations. In addition, the consultant must possess prior experience in the drafting of road safety related legislation and supporting organisation in attaining certification for road safety auditors by relevant recognised bodies.
The Consultant’s expert team is expected to include key experts as follows:
All Key Experts shall be fluent in written and spoken English. It is essential that the Consultant’s team has the capacity, either internally or via professional support, to communicate effectively in Albanian.
Submission Requirements:
In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:
1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).
2. Details of previous project experience or similar assignments particularly undertaken preferably in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.
3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The expression of interest shall not exceed 20 pages (excluding CVs Consultant Declaration and Contact Sheet).
The complete expression of interest (including CVs, Consultant Declaration and Contact Sheet) should be submitted, in English via email (pdf) to the Client’s contact person, to reach the Client not later than the closing date. One additional copy shall reach the Bank’s contact person by the same due date. The expression of interest shall be one file (pdf). The Client reserves the right to reject applications of firms submitting more than one file. Only if any limitation on the permissible file size is exceeded, the Consultant may split the expression of interest into further files.
