Assignment Description: The European Bank for Reconstruction and Development (EBRD or the Bank) is in the process of preparing a new Energy Sector Strategy (ESS or the Strategy) that extends to all areas of the energy sector (excluding mining) covered by the Bank’s activity, expected to enter into force in 2019. The Strategy will replace the previous Energy Sector Strategy approved in 2013. In line with its 2014 Public Information Policy, it is the Bank’s practice to ensure appropriate stakeholder engagement and to obtain feedback and views on the draft Strategy, before it is submitted for the Board of Directors for approval.
The Bank now intends to engage a consultant (the Consultant) to:
A. Organise and deliver the public consultation meetings in five countries of operation - Kazakhstan, Ukraine, Turkey, Serbia and Morocco; and
B. Produce a high-quality consultation report in support of the development of the EBRD’s ESS, as well as to minute and analyse the stakeholders’ comments.
The expected outcome of the assignment is an efficiently conducted consultation process leading to a summary of public comments on the Strategy that can then be used to further inform the document, where appropriate.
The selected Consultant is expected to provide the following services:
A. Public Consultation Meetings and Online Consultation
- Identify, in cooperation with EBRD, potential stakeholders and participants (civil society organisations (CSOs), research institutes, etc.), guaranteeing an appropriate representation of different ethnic/social/economic groups; seek input for the agenda; and provide full support with the logistics.
- Ensure independent, transparent and objective selection of a limited number of local and regional CSOs, according to a list of criteria for selection agreed with EBRD, to be reimbursed for travel and accommodation (including local transport, visa and a small subsistence allowance). Criteria should include no more than one participant from each CSO, broad range of diverse interests and geographical/ethnic diversity across EBRD’s COOs, ability to travel and participate and financial needs. A total of EUR 15,000 of the Cost Estimate of the Assignment should be set aside for this component to cover the costs of attendance of 15-20 participants across all consultation meetings.
- Identify early on local facilitation needs and any resources needed from the EBRD HQ or the relevant EBRD Resident Office.
- Make necessary and timely arrangements for the meeting venue in the five locations. For meetings in the countries, the Consultant should identify, reserve, and prepare venues in agreement with the EBRD. Each meeting will last a half to a full day with two breaks and one lunch to be costed and organised by the Consultant. Each meeting should aim to have around 30 CSO participants, with no more than two participants per organisation.
- Draft an implementation plan with options and indicative venues, audio-visual equipment, catering, interpretation services, agenda, format, timing and costs.
- Discuss and advise on the key outputs of the public consultation, associated with different formats, venues, options.
- Advise the Bank through lessons-learned by sharing past experiences on public consultation processes and the relative strengths and weaknesses of various approaches.
- Provide insights on the types of role the EBRD facilitator can play to assist in the organisation and execution of a public consultation process. Prepare a database of participants, in accordance with European Union requirements on data protection.
- Manage the participants’ invitation and registration process and provide the EBRD with any questions or comments received in advance of the meetings.
- Provide information for participants and other supplies as determined during the planning of the consultation meetings.
- Prepare appropriate banners for each public meeting.
- Prepare registration forms for participants that respect privacy rights of participants and any other sensitive aspect related to their participation in the meetings.
- The Consultant will be responsible for organising simultaneous interpretation for the meetings into the local languages (please note that the draft strategy will be translated by the EBRD). The Bank will prepare the presentation files in English, which will be provided to the Consultant a few days in advance of the meetings, for the Consultant to facilitate interpretation during the meetings.
- Suggest media communications structure and organise articles in press and social media, entailing suitable communications before, during, and after the consultation, in discussion with the Bank’s project team and the relevant EBRD"s resident offices, and to announce the public meetings to local, national, and international stakeholders.
- Provide guidance to the EBRD facilitator and Bank team involved in the meeting or responding to questions at the public consultation.
- Manage the successful delivery of each public meeting including the coordination of logistics on site (registration, room set-up, seating, refreshments, translation, IT/presentation facilities, flyers, background material, possible exhibits, tools used in recording comments and concerns, participants" list, etc.).
- Serve as the on-site coordination point between the Bank staff and the participants.
B. Consultation Reporting for each Public Consultation
- Ensure proper reporting of participants’ comments, draft summary and meeting notes from each meeting (including minutes).
- Conduct a short evaluation (paper forms or online) after each consultation meeting and share the results with EBRD.
- Collect and integrate comments on the strategy received during the consultation period in cooperation with the Bank.
- Support the Bank in the drafting of the final ESS addressing comments received during the consultation process. Upon receipt of feedback from the workshops and the online consultation process the Consultant will be expected to commence proving input on the public consultation for the Final Strategy paper.
- Produce a high-quality consultation report summarising all comments received during the public consultation (verbally in meetings and in writing through the dedicated EBRD Inbox), and arranging them in an analytical manner for EBRD to provide management responses to each of the grouped comment complexes.
- There may also be a need to accompany the Bank to a meeting in June for one day only in Barcelona for the sole purpose of taking minutes/meeting notes.
The Consultant will need to get familiar with the EBRD"s policies, procedures, terminology, the Energy Sector Strategy 2014-2018 and other relevant documents that will be provided to the selected Consultant in preparation of the assignment.
Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.
Assignment Duration: The Assignment is expected to start in May and has an estimated overall duration of 8 months.
Cost Estimate for the Assignment: EUR 100,000; exclusive of VAT. Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank
the Assignment may be extended beyond the current scope.
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank"s special status as an IFI
and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purchased in connection with
the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall
be treated as a reimbursable expense.
Funding Source: It is anticipated that the contract will be financed by the Bank"s own resources.
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with extensive experience in convening public consultation programmes with civil society organisations (CSOs) in international settings, preferably with a focus or previous project experience in the energy sector.
The Consultant’s team of experts will combine the following expertise and skills to be attributed to the below listed key expert profiles:
- Extensive experience in organising and delivering high level events, including preferably public consultation meetings with civil society organisations (CSOs) in EBRD"s countries of
operation;
- Demonstrate knowledge of the local CSO context, venues, service providers, media for planned meetings in Kazakhstan, Ukraine, Turkey, Serbia and Morocco;
- Experience in working with the media;
- Audience analysis, public consultation programme design;
- Participatory methodologies for civil society engagement and consultation;
- Convening international public consultation events;
- Writing up public proceedings and analysing the outcome.
The Consultant"s team is expected to include the Key Experts as follows:
a. Project Leader to oversee the Assignment, being the single point of contact for the Bank, doing quality assurance of the reports etc. with preferably 10 years of professional experience in organising and managing high level events, conferences and meeting (preferably being involved in public consultation processes with CSOs in different countries), and preferably with previous experience and/or knowledge of the energy sector. The expert should have proven e-project coordination and management skills, as well as analytical and report writing skills. An excellent command of the English language is a must.
b. Expert(s) responsible for organising and managing the consultations on site (one or more Experts covering each country can be proposed) with extensive experience of organising & managing high level events, conferences, large meetings, preferably previous experience in public consultations with CSOs, including prior work experience in the EBRD"s countries of operation. The Experts must have a proven ability in communicating with different audiences, the media and service providers, working under pressure and managing budgets and timelines.
c. Expert(s) responsible for taking minutes of every meeting and report writing (one expert that would accompany all public consultations) with
extensive experience in taking minutes, summarising discussions and compiling information, writing media briefs and preparing concise reports. She/he should be a native English speaker with
excellent analytical and report writing skills.
d. Experts with a background in the working with organising events, working with various CSOs, translators, catering firms, the media and
other service providers. In addition to English, these Experts should preferably be fluent in at least one of the following languages: Russian, Turkish, French and Arabic. The Experts should
have local knowledge of the venues, translators, catering firms, and media.
The Consultant should ensure that when implementing the assignment all Key Experts are dedicated and fully available to undertake the tasks for which
they are proposed. Therefore, the Consultant should propose as many experts as necessary for each category listed above.
Submission Requirements: Interested consultants are hereby invited to submit expressions of interest.
In order to determine the qualifications and competence of consulting firms seeking to be shortlisted, the information submitted should include the following:
(a) brief overview of the firm/group of firms including company profile, organisation and staffing (max. 2-4 pages);
(b) details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;
(c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
(d) Completed Consultant Declaration and Contact Sheet, the template for which is available from the following web-link:
(e) Brief Technical Proposal (max. 5 pages) explaining the approach for implementing the tasks, addressing key challenges and workplan (including team input);
The above information should not exceed 25 pages excluding CVs and the Consultant Declaration and Contact Sheet.
Expressions of Interest should be submitted, in English, electronically through eSelection, to reach the Bank not later than the closing date. The expression of interest shall be one
file (pdf). The EBRD reserves the right to reject applications of firms submitting more than one file. Only if the permissible file size is exceeded (4MB), the Consultant may split the
expression of interest into further files.
