INVITATION FOR TENDERS
SUPPLY OF OPERATION AND MAINTENANCE EQUIPMENT AND MACHINERY
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on February 02, 2017.
Municipal Enterprise Batken Taza-Suu, hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan and a grant from the European Bank for Reconstruction and Development (EBRD or the Bank) towards the cost of Water and Wastewater Rehabilitation in the City of Batken.
The Purchaser now invites sealed tenders from Suppliers for the following contract(s) to be funded from part of the proceeds of the loan and the grant:
Supply of operating and maintenance equipment and machinery, including:
• Lot 1 – 1 x Wastewater truck (1 x Vehicle to empty the septic tanks only of min 3.7 m3 capacity tank and 4 m deep) and 1 x Wheeled Hydraulic excavator (Diesel engine, min 0.50 m3 capacity and additional bucket of 400 mm wide min 0.03-0.04 m3 capacity, 360 degree excavation and front blade)
• Lot 2 – 1 x 4WD vehicle (4x4 vehicle, 3 doors, manual transmission, gasoline engine)
• Lot 3 – Assorted equipment, including:
o Water supply and sewerage system maintenance equipment (1 x Portable welding generator with diesel engine with welding current of 300 A-400 A of minimum 7 kw; 1 x Portable water pump with a capacity of minimum 20 m3/h; 1 x Plastic pipe welding machine of up to 110 mm diameter; 1 x Air compressor with an internal combustion engine with a capacity of 16 bar, diesel engine; and 6 sets of Protective clothing in the sizes 48/50/52)
o Leak detection equipment
o Multi Frequency Pipe and Cable Locator with 10 Watt Transmitter
• Lot 4 – Laboratory equipment (Equipment for water quality and turbidity testing and equipment for basic testing of effluent quality and treatment effectiveness)
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts that are to be financed with the proceeds of a loan and a grant from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
Experience in at least 2 (two) contracts within the last 5 years for lots 1 and 2 and at least 1 (one) contract for lots 3 and 4. Only those contracts will be taken into account, which have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements. In addition, the local tenderers shall submit the information about the lack of outstanding tax and social fund payments.

Tender documents may be obtained from the office at the address below on a free of charge basis.
A tender security is not required.
Tenders must be delivered to the office at the address below on or before April 03, 2018 at 14:00 local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
