In many public and private organisations driving is one of the most hazardous activities that employees are requested to undertake. Using motorised vehicles for commuting to and from work, delivering goods and services, visiting clients and attending meetings are all essential activities that organisations must carry out to ensure they meet customer demands and ultimately ensure business success. There are various issues which place occupational drivers at greater risk of collisions compared to the ordinary driver these include long driving hours resulting in fatigue, the need to access both rural and urban areas usually on defined routes and employers incentive schemes which can encourage drivers to speed.

The European Bank for Reconstruction and Development (the ‘Bank’ or the ‘EBRD’) has monitored road traffic collision rates on project investments for a number of years. It has identified that in many low to middle income countries many large fleets of vehicles including public transport vehicles are active. It has also been confirmed through Environmental and Social Due Diligence (ESDD) that many of these have limited arrangements in place for managing Occupational Road Risks (“ORR”). It has also been identified that many organisations accept road traffic collisions as a part of their business undertaking and something they feel they have very little control over. Businesses have also been known to factor the downtime and cost of repairs following collisions into their business plans. It is estimated that road traffic collisions whilst at work are the single largest cause of occupational fatalities in the UK and company vehicle drivers are 49% more likely to be involved in an accident than the ordinary driver (DOT (2015) An In-depth Study of Work-Related Road Traffic Accidents. HMSO. ISSN 1468-9138). Other data related to occupational driving has also identified road traffic collisions involving workers make up a significant proportion of the road users;

· approximately 40% of all road users in the EU are workers at work;

· between 30-50% of road traffic collisions involving a work related vehicle result in a fatality; and

· up to 70% of vehicle collisions can be at the fault of the company vehicle drivers (data obtained from EBRD projects during ESDD).

These figures increase substantially if commuting is included and if based on lower-income countries where personal car ownership levels are low.

Multilateral Development Banks (MDBs) and other international organisations working on road safety have traditionally focused on developing safer road infrastructure and paid less attention to work related road safety. However, more recently the MDB Working Group on Road Safety has identified ORR as an area of focus and collaboration. Therefore this assignment aims to develop a comprehensive toolkit of work related safety tools to support the efforts by member MDBs in delivering more initiatives related to ORR to clients operating large vehicle fleets and key stakeholders. The toolkit will gather the necessary knowledge products ( i.e baseline statistics, best practices, model policies and procedure templates, modules of training, guidance etc.) to increase the delivery and reduce cost of delivering ORR advisory support to MDB clients and as well as wider Development Financial Institution community (IFC, FMO, KfW etc).

Assignment Description

The Bank now intends to engage a consulting company (the Consultant) to develop the toolkit, which would gather the necessary knowledge products ( i.e baseline statistics, best practices, modules of training, guidance etc.) to reduce dramatically the cost of delivering advisory support and capacity development on Road and Traffic Safety management to MDB clients operating large vehicle fleets in different sectors. The results will be shared with other member MDBs and DFIs to gain the knowledge and support in delivering more initiatives related to ORR amongst their clients, thus reducing the number of collisions worldwide. In addition, the toolkit will become a primary source of information and tools that can be shared and utilised by Road Safety NGOs to raise awareness of ORR within businesses.

The selected Consultant is expected to provide the following services.

Task 1 – Baseline Assessment

In order to better understand the characteristics of typical projects and technical assistance operations of MDBs with clients operating large fleets, or where the results of this assignment could be utilised in future, the consultant shall start the assignment by undertaking a survey amongst the partner MDBs, including questions about the number and characteristics of projects and clients, typical initiatives for occupational road safety, main gaps and motivations from the Banks for this work stream, etc. Following the survey, an initial baseline assessment shall be carried out to establish the current best practices for managing occupational road safety for various organisations. This will require a review at various sectors/ industries and consider operations globally, providing the relevant benchmarks from bibliography to understand best metrics for analysing data performance and factor country and sector specific issues. The consultant shall also provide a series of case studies of best practices in occupational road safety. These will provide a short description of the measure, cost and benefits, references, applicability to typical projects or external factors as well as any links to documentation with further information. The measures will include (but not limited to):

· driver training;

· driver incentives;

· driver assessment;

· insurance mechanisms;

· telemetric technologies;

· road traffic safety management systems (such as ISO 39001),

· vehicle selection;

· procurement of goods and services in supply chains, 3PL etc where driving is a significant risk; and

· B2B initiatives (eg. GRSP, Fleet Safe, Driving for Better Business etc).

The baseline assessment will also identify entry points across specific sectors where significant occupational road safety risks exist to employees of other road users. This will require a screening methodology to be developed so that MDBs and their partners can swiftly analysis the profile of clients, their operational model and priorities.

Task 2 – Training Materials

The consultant is to develop an online eLearning driver training tool that can be made available to MDB clients and its partners. The training tool will be developed and provide knowledge to specific groups such as drivers and fleet managers and the key risks and how this should be managed.

The consultant shall propose the most appropriate tools, delivery method and curricula of the courses, which should differentiate the following student group profiles:

2.1 Driver Training

Driver training course will cater for all drivers regardless of vehicle or location and cover all key elements that are related to safe driving including the road worthiness of vehicles. The training will also include an element in the benefits of efficient and ECO driving, which promotes the reduction of speed.

2.2 Fleet Managers

In addition to the driver training, specific training will be made available for fleet managers. This training will consider the organisation responsibilities of fleet managers and provide them with knowledge and skills to manage not only the vehicles but also driver behaviour. The training will provide an understanding of why vehicle collisions occur, the human factors that can cause vehicle collisions and how fleet managers can develop methods to influence positive driving behaviour and reduce road risks.

All the training materials will be made available in Spanish, French, Arabic and Russian and will be shared with the partner MDBs with the purpose of reducing the cost of providing occupational road safety training and capacity development to their clients.

Task 3 – Resources

The consultant is to develop an ORR toolkit of resources and tools which will assist MDBs and their clients / partners to reduce the risk of road traffic collisions across projects. This will include, although not limited to, the following;

· Fleet management risk audit tool to assist organisations with self-assessing the occupational road risks within their organisation;

· Templates and worked examples of travel risk assessments and control measures which can be introduced to reduce the risk of road traffic collisions between workplace transport and third parties with key focus to the driver, vehicle and journey undertaken while driving for work;

· Model policies and procedure which can be adopted by a business to manage road traffic safety management with consideration towards promoting good driving behaviour and disciplinary measures for failing to meet acceptable standards;

· Methodologies for measuring occupational road safety performance including financial and other business benefits;

· Strategic recommendations and reference material to scale up occupational road safety: guidance notes for clients, questionnaires, indicators, reporting templates, etc.

· Templates of Terms of Reference for typical assignments of Technical Assistance to be provided by MDBs.

The consultant will need to ensure these resources are relevant and capture a majority of business and therefore may need to be adopted for specific groups of companies such as public transport, logistic providers, company car / van drivers (Including grey fleets) and other supply chains. The toolkit will be developed online and the hosting of this will be confirmed by the Bank although the initial development and design will be the responsibility of the consultant.

Task 4 – Outreach

All the information and documentation will be shared with the member MDBs. A final workshop with MDB officials and selected clients could be organized (with the option to consider regional seminars). The toolkit with be published and training material in the form of massive open online course (MOOC) will be made available online for all interested professionals.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in end of April 2018 and has an estimated overall duration of 18 months.

Cost Estimate for the Assignment: USD150,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is anticipated that the Assignment will be funded by Global Road Safety Facility (GRSF) Please note selection and contracting will be subject to the availability of funding.

Consultant Profile: Corporate services are required. The Consultant shall be a firm or a group of firms with significant previous project experience within Occupational Road Safety. The Consultants should also be able to demonstrate familiarity with the lenders requirements and have broad international experience and portfolio in working with organisations to developed occupational road safety.

The Consultant shall ensure they have following key experts:

  • International Development;
  • Occupational Road Risk;
  • Driver Training / Defensive driving etc;
  • Fleet management;
  • Research skills;
  • Benchmarking analysis;
  • ISO 39001 Management systems implementation;
  • Risk assessment;
  • Development and delivery of occupational road safety training and assessment packages; and
  • Development of eLearning training packages.

It is expected that the assignment will be led by an appropriately qualified Project Manager/Team Leader with a variety of international experience, accompanied by both technical and supporting experts, to ensure the overall quality of the deliverables.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected for this Assignment, the information submitted should include the following:

1. Company/group of firms’ profile, organisation and staffing. (max. 2-4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), main activities, objectives. (max. 5 pages)

3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives. (max. 10 pages)

4. A preliminary methodology/action plan designed to achieve the objectives of this Project. (max. 10 pages).

The expression of interest shall be one file (pdf). The EBRD reserves the right to reject applications of firms submitting more than one file. Only if the permissible file size is exceeded (4MB), the Consultant may split the expression of interest into further files.
