Project Description:
Knowledge is one of the primary assets of the European Bank for Reconstruction and Development (EBRD or the Bank). To better manage the available knowledge and improve operational performance
and impact in the region (e.g. through policy engagements or project design and implementation), the EBRD has engaged a knowledge management consultant to design and implement a pilot knowledge
management framework based on Communities of Practice (CoPs) – networks of experts across the Bank working on clearly identified areas where multi-disciplinary expertise is needed and where
strong synergies can be derived from a community approach using appropriate coordination tools.
Three CoPs have been established as a pilot. The focus areas are: (i) state institutional capacity building, (ii) public private partnerships (PPPs); and (iii) commercialization of state-owned enterprises (SOEs) / privatisations.
Assignment Description:
The EBRD now intends to engage an individual expert (the "Consultant") to support the development and sustainment of the pilot COPs, as well as to a further roll-out of additional CoPs (the
"Assignment").
The tasks of the Consultant will include, inter alia, the following:
• Ensure the relevancy of CoPs to the Bank"s strategic and operational objectives
• Develop and support effective communication channels for the CoPs, including through leading further development and maintenance of the CoP IT platform (SAP Jam)
• Moderate discussions on the CoP IT platform and ensure a consistent tagging of content for easy reuse
• Manage the processes, resources and budgets required to operate the CoP.
• Organise community events and meetings to stimulate the performance of the CoP.
• Assist in the implementation of specific knowledge products such as lessons learned notes or other innovative ways of sharing critical knowledge within the EBRD.
• Report on the performance of the CoPs, lessons learned and recommendations for future CoP operation in line with the Bank"s overall knowledge management system.
• Support the development of the new skills building framework in its pilot phase, including through developing surveys and interview formats to clarify the demand for specific training
modules, conduct and analyse interviews with Bank staff, assist in identifying potential leaders for specific skills building modules.
• Support the implementation of the skills building training modules, including the logistical and administrative aspects involved, and develop, undertake, and analyse feedback surveys after
each module.
• Take a hands-on role in supporting the development and management of the interactions with external stakeholders relevant to the skills building efforts (following up on communications,
setting up agendas for meetings, and undertaking different short and concise research exercises).
The Consultant will be based at the Bank"s HQ in London for the duration of the Assignment, will report to the Operation Leader of the Assignment, and take instructions from the relevant CoP leaders and the coordinator of the Bank"s Knowledge Management Project. It is envisaged that this consultancy role will be full-time.
The Consultant will be responsible for carrying out all the tasks outlined above, including conducting meetings, preparing notes and reports, seeking feedback from Management and making decisions on the directions and scope of the services required.
Status of Selection Process:
Interested individual experts or firms interested to nominate an expert are hereby invited to submit expressions of interest.
Assignment Start Date and Duration:
The Assignment is expected to start in late September 2017 and last for 12 months with a possible extension, subject to business needs, satisfactory performance of the Consultant, and the
availability of further funding.
Maximum Budget for the Assignment:
EUR 50,000 (exclusive of VAT).
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank"s special status as an International Financial Institution and state this to the Bank in their response to Notification of Assignment. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (eg VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source:
The contract will be financed through the EBRD Shareholder Special Fund. Selection and contracting will be subject to the availability of funding.

There are no eligibility restrictions.
Consultant Profile:
Individual services are required. The Consultant shall be an expert (individual expert or an expert nominated by a firm) preferably with preferably the following experience and competences:
Experience
• Relevant professional experience, preferably in a comparable assignment, or from a commercial management consultancy, corporates or bank, donor organisation, or international financial
institutions or international support programme.
• Previous experience with knowledge management and/or work on governance related topics (such as investment climate and governance reform, institutional capacity building, competition policy
and/or other similar type of work) would be an advantage but is not necessary.
Competences
• Confident and effective communicator using various media
• Good communication skills with an open style, good at facilitating discussion
• Good networking skills and ability to share ideas and examples of success effectively
• Working knowledge of organizational strategy
• Ability to think strategically
• An understanding of the principles of knowledge management
• Understanding of the EBRD"s business and operational model (preferred)
• Fluency in written and spoken English.

In order to determine the capability and experience of experts seeking to be selected for this Assignment, the information submitted should include the following:
1. Cover letter (maximum 2 pages) summarising how the expert believes he/she satisfies the requirements as defined above under Consultant Profile;
2. CV (not exceeding 5 pages) which should include full descriptions of responsibilities carried out, not just a job title, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives;

Expressions of Interest should be submitted in English electronically through e-Selection, to reach the Bank not later than the closing date. The complete expression of interest (including cover letter, CV, declaration and contact sheet etc.) shall be one file (pdf) to be uploaded to eSelection. The EBRD reserves the right to reject applications of experts submitting more than one file. Only if the permissible file size (4 MB) is exceeded, the Consultant may split the expression of interest into further files.

Notes:
1. Consulting firms (proposing individuals) and individuals may apply. Consulting Firms nominating an individual expert shall submit (separate) individual applications for each expert
via eSelection. Single applications for a number of experts containing various CVs may result in rejection of such application and all concerned experts.
2. Written Questions and Clarifications: Applicants may submit the questions concerning this procurement notice in writing only via email to the Bank"s contact person listed above. The deadline for receipt of requests for clarifications is 31 August 2017 at 14:00 hrs (GMT). No questions will be accepted after this date.
3. The shortlist criteria and weightings are:
Technical Criteria (100%)
(a) Education/Professional Qualifications [20%];
(b) Professional Experience [30%]; and
(c) Competences [50%].
Interviews (100%)
Following the evaluation under the technical criteria, up to the 4 highest-ranked consultants will be invited to attend an interview.
The Bank will consult with the consultant regarding the format (e.g. skype call, meeting, conference call, etc.) and date of the interview at the time of the invitation. Please note that all and any costs incurred by the Consultant in connection with attendance to interviews will not reimbursed by the Bank.
Combined Technical and Interviews Evaluation and Ranking
The weights given to the Technical (T) and Interview (I) evaluation are:
T = 75, and
I = 25
Submissions will be ranked according to their combined technical (St) and interview (Si) scores using the weights (T=the weight given to the Technical; I = the weight given to the Interview; T+I=1) as following: S=St x T% + Si x I%.
4. The highest-ranked Consultant will be selected from a shortlist and be invited to negotiate the contract, subject to availability of funding.
