Assignment Description:
The European Bank for Reconstruction and Development ("EBRD" or the "Bank") intends to engage a consultant (the "Consultant") to help with the implementation of a capacity building and training programme on ICT/telecom regulatory issues (the "Programme") for the Regulatory Authority for Electronic and Postal Communications of Kosovo (ARKEP).
Assignment Objectives: The Programme has a two-fold set of objectives - firstly, to strengthen the institutional and technical capacity; and, secondly, to broaden awareness of modern ICT/telecom regulatory issues and concepts.
Assignment Tasks: Overall, the Programme will comprise an assessment of the specific training needs of ARKEP; the development of a comprehensive training programme covering all key aspects of regulation, with the goal of meeting the specific needs for development of regulatory staff skills; implementation of the training programme over the course of 30 working days; and, an evaluation of the training programme upon its completion. The Programme will also have a practical aspect, whereby the Consultant will advise on practical case work of the regulatory authority in two specific areas over the course of the duration the programme is expected to take to implement.
Assignment Duration: It is envisaged that the Programme would have a duration of approximately six weeks (thirty working days), run over the course of an approximate four month period,
with staggered implementation in order to accommodate the on-going duties of the staff and officials required to attend.
Cost Estimate for the Assignment: EUR 150,000; exclusive of VAT.
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank"s special status as an IFI
and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purhcased in connection with
the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall
be treated as a reimbursable expense.
Funding Source: It is anticipated that the assignment will be financed from the EBRD Shareholder Special Fund.
Eligibility: There are no eligibility restrictions
Consultant Profile:
Corporate Services are required. The Consultant should be a firm or a consortium of firms. Specifically, the EBRD seeks a highly experienced multi-disciplinary team comprising senior regulatory, economic, legal and technical experts with relevant qualifications and preferably at least 15 years working experience in the following areas:
· Sector Institutional/Policy/Law
· Licensing/Authorisations
· Competition/Market analysis
· Interconnection
· Tariffing/Costing
· Numbering
· Local loop unbundling
· Spectrum
· Broadband
· Infrastructure sharing
· New technology
· Enforcement
· Organisational administration and management
The Consultant will also have proven experience in delivery of training programmes in the environments similar to those of Western Balkans.
Experience in the EBRD countries of operation would be an advantage.

CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives;

Note:
1. The selection will normally be made from responses to this notification only. Consultants will not be asked to submit a proposal. The highest-ranked Consultant will be selected and invited to negotiate the contract.
2. The evaluation criteria are:
(a) Firm"s relevant experience as described above in section Consultant Profile (10%)
(b) Firm"s previous project experience in the environments similar to those of West Balkans (10%)
(c) Firm"s previous project experience in implementing training programmes similar to that described above (20%)
(d) CVs of key experts (60%)
