7.Contract descriptionStrengthen technical capacities in terms of conformity assessment, accreditation, metrology and regulation, as well as management of relevant SNC (National Quality System) information with a view to improving the competitiveness of MSMEs and cooperatives. For this purpose the following will be carried out:1) Diagnosis of each of the components (Ceinforma, Cename, Cretec, Coguanor and OGA) through technical support and studies that provide insight into the current situation and provision of improvements to the management and integration of the components of the SNC;2) Elaboration of proposals in order to improve the management systems of each of the components of the SNC through technical support for the improvement of internal processes and processes with users. With an emphasis on facilitating trade and promoting the transparency of public management;3) Systematisation of management processes through the development and implementation of a computer platform (software), which must be composed of modules required by each of the components of the SNC and their specific needs, in order to achieve better management, internal communication and facilitate the consultation and access to user information;4) Increase the technical competencies of each one of the components of the SNC through courses (workshops) on technical and specific topics that are required. The contractor must do so according to the agreements and management of the different components of the SNC and manage the logistics of the presentations;5) Coordinate logistics for exchanges of knowledge and assistance to international forums according to the priorities of each of the SNC components.

8.Lot number and lot titleOnly 1 lot.

9.Maximum budget943 000 EUR.

10.Scope of additional servicesThe contracting authority, should it deem it necessary, may extend the duration or scope of the project, subject to the availability of funding, up to an estimated value of approximately 200 000 EUR.Any extension of the contract will be subject to satisfactory implementation by the contractor.

11.EligibilityParticipation is open to all natural and legal persons (individually or grouped together in a tenderers" consortium) effectively established in a Member State of the European Union or in an eligible country or territory as defined in Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union"s instruments for financing external action, for the instrument under which the contract is financed (see also point 29 below). Participation is also open to international organisations.

12.CandidatureNatural persons or legal entities who are eligible (see point 11 above) or groupings of said parties (consortia) may take part in the invitation to tender.A consortium can be a permanent grouping with a legal status or an informal grouping created for a particular invitation to tender. All the members of a consortium (i.e. the lead tenderer and all other partners) are to be jointly and severally liable vis-à-vis the contracting authority.The participation of an ineligible natural or legal person (as per item 11) will result in the automatic exclusion of that person. Furthermore, should said party belong to a consortium, the whole consortium will be excluded.

13.Number of applicationsNatural persons and legal entities can only submit 1 application, irrespective of the form their participation may take (as an individual legal entity or lead tenderer or partner in a consortium submitting an application). Should a natural person or legal entity submit more than 1 application, all applications involving the said party will be rejected.

14.Shortlist alliances prohibitedAny tenders received from tenderers which include firms not mentioned on the shortlisted application forms will be excluded from this restricted tender procedure, unless prior approval from the contracting authority has been obtained (see the Practical Guide — PRAG 2.4.3). Shortlisted candidates may not form alliances or subcontract to each other for this contract.

15.Grounds for exclusionAs part of the application form, candidates must submit a signed declaration, included in the standard application form, confirming that they are not in any of the exclusion situations listed in section 2.3.3 of the Practical Guide.

16.SubcontractingSubcontracting is not permitted.

17.Number of candidates to be shortlistedBetween 4 and 8 candidates will be invited to submit detailed tenders for this contract, depending on the applications received. Should the number of eligible candidates meeting the selection criteria be less than the minimum of 4, the contracting authority may invite those candidates meeting the said criteria to submit a tender.

21.Selection criteriaThe following selection criteria will apply to tenderers. Where applications are from a consortium, these criteria will apply to the consortium as a whole, unless stated otherwise. The selection criteria will apply neither to natural persons nor single-member companies working as subcontractors.1) Candidate"s economic and financial capacity (based on section 3 of the application form). Where the tenderer is a public body, equivalent information must be provided. The reference period that is taken into account will be the last 3 financial years for which closed accounts are available.Criteria for natural persons and legal entities— The average annual turnover for the years 2015, 2016 and 2017 (this last year with accounts not necessarily audited) of the candidate must be higher than 452 640 EUR.2) Candidate"s professional capacity (based on sections 4 and 5 of the application form). The reference period that will be taken into account will be the last 3 years prior to the deadline for submission (2015, 2016 and 2017).Criteria for natural persons and legal entities— At least 4 employees must be currently working for the candidate in fields related to this contract,— At least 15 % of the staff who currently work for the candidate must be permanent employees.3) Candidate"s technical capacity (based on sections 5 and 6 of the application form). The reference period that will be taken into account will be the last 3 years prior to the deadline for submission (2015, 2016 and 2017).Criteria for natural persons and legal entitiesThe candidate has provided services under at least 2 contracts, each of which have a budget of at least 452 640 EUR, in fields and topics related to the scope of this contract, that were implemented any time during the reference period: from 2015 to 2017. This means that the project to which the candidate refers could have been started or completed at any time during the given period, but it does not necessarily have to be started or completed during that period, nor implemented during the entire period. Candidates or tenderers may refer to projects completed within the reference period (even though they may have begun earlier) or projects which are still ongoing. In the first case, the project will be viewed as a whole should proof of service provision be provided (declaration or certificate from the entity which awarded the contract, proof of final payment). In the event of ongoing projects, only the part which has been satisfactorily completed during the reference period will be taken into consideration (even if they had begun earlier). This part must be supported by documentary evidence (in a similar manner to the completed projects), with details of its value. Should a candidate or tenderer have undertaken the project as part of a consortium, the percentage that the candidate or tenderer successfully performed must be clearly stated in the documentary evidence, together with a description of the nature of the services provided, where the selection criteria with respect to relevance of practical experience were used.Prior experience involving a breach of contract and termination thereof by the contracting authority cannot be used as a reference.An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has therewith. In such an event, it must provide the contracting authority with evidence that it has the resources needed for the contract implementation, for example, by submitting an agreement from such entities to place said resources at its disposal. Such entities, e.g. the parent company of the economic operator, must comply with the same rules of eligibility, particularly those regarding nationality, and fulfil the same selection criteria as the economic operator. With regard to the technical and professional criteria, economic operators may rely on the capacities of other entities should the latter undertake the works or provide the services for which these capacities are necessary. With regard to the economic and financial criteria, the entities on whose capacities the tenderer will rely shall become jointly and severally liable for contract performance.Should more than 8 candidates prove to be eligible, i.e. meet all the aforementioned selection criteria, the respective strengths and weaknesses of their applications will be re-examined in order to select the 8 most suitable candidates. Only the following factors will be considered in this re-examination:— The higher number of contracts in the subject matter of this contract.If, after applying the previous factor, there were still more than 8 candidates, factor 2 will be applied in order to reduce the list to a maximum of 8:— Higher total accumulated amount of all contracts in the subject matter of this contract.

22.Award criteriaBest price-quality ratio.

23.Deadline for submission of applicationsThe deadline for receipt of applications is 21.5.2018 (12:00), local time in Guatemala.Applications received by the contracting authority after this deadline will not be considered.

24.Format of the application form and details to be providedApplications must be submitted using the standard application form; the instructions given in this form and its format must be strictly adhered to. These must also be quoted in all subsequent correspondence with the contracting authority.Applications submitted in any other way will not be considered.When submitting their proposals, candidates agree to receive notification of the outcome of the procedure by electronic means. The notification shall be deemed to have been received on the day the contracting authority sends it to the email address stated in the application.

26.Alteration or withdrawal of applicationsCandidates may give notice in writing, before the deadline for submission of applications, that they intend altering or withdrawing their application. Applications may not be amended after this deadline.Any notification of alteration or withdrawal must be submitted in accordance with point 25.The word "Modificación" (alteration) or "Retirada" (withdrawal), as applicable, must be clearly written on the outside envelope (and on the corresponding inside envelope).

27.Operational languageAll correspondence concerning this tender procedure and contract must be in Spanish.
